Description
Notice of Opportunity DLA Energy will utilize the Department of Energy's (DOE) Super Energy Savings Performance Contracts (ESPC), Indefinite-Delivery/Indefinite Quantity (IDIQ) to award a Task Order (TO) on behalf of United States Air Force Academy (AFA) with a contract term of up to 25 years allowed under 42 U.S.C. 8287. Through ESPCs, prequalified energy service companies (ESCO) finance, develop, and implement energy conservation measures (ECM) for federal agencies at no upfront cost to the installation. The return to the ESCO is a contractually-determined share of the energy cost savings generated by the ESPC project. Prior to TO award, the ESCO conducts a comprehensive energy audit and identifies improvements to reduce facility energy cost upon implementation of the ECMs and privately finances the investment. The performance schedule is amortized to allow the federal agency customer to pay for ESCO services and debt service from annual cost savings over the term of the contract. The United States Air Force Academy 's (AFA) purpose for pursuing an ESPC project is to achieve facility energy intensity reductions in line with the Energy Intensity Reduction Requirement for Federal Agencies (EISA) of 2007 and Executive Order (EO) Planning for Federal Sustainability in the Next Decade and achieve its renewable energy production. AFA desires to achieve improvements in energy efficiency, water conservation and renewable energy production in 47 buildings/facilities totaling approximately 6.4 million square feet. In achieving its energy goals, AFA is interested in any energy conservation measure (ECM) defined in Attachment J-3 of the DOE IDIQ with the exception of two technical categories: TC.15 - Energy Cost Reduction through Rate Adjustments and TC.20 - Future ECMs. All ECMs shall have the operations, maintenance, repair and replacement performed by the selected ESCO.
