- The U.S. Army Corps of Engineers intend to award a sole source cost type contract to the National Academy of Sciences. The National Research Council (NRC), as the operating arm of the National Academies, will provide the overall scientific and technical supervision and such other required administrative functions for continued support of a National Research Council - Army Corps of Engineers Resident Research Associateship Program. NRC Research Associateship awards are made annually to carefully-selected doctoral level scientists and engineers in a national competition. The program is similar to postdoctoral fellowships that universities use to support their research program, but the NRC program provides postdoctoral fellows for the Federal research community. This action will allow the National Research Council to operate a Resident Research Associateship Program for the Army Corps of Engineers, Institute for Water Resources. It is meant to attract doctoral scientists and engineers of unusual ability and promise or proven achievement who will be given an opportunity to conduct research on problems which are compatible with the research interests of the Corps of Engineers The period of performance is for five years. This is a special notice prepared in accordance with the format in Federal Acquisition Regulation (FAR) 6.302-1(a)(2); quote mark when the supplies or services required by the agency are available from only one responsible source quote mark However, any firm that believes it can meet this requirement may give written notification to the Contracting officer within five (15) days of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. If no responses are received, the U.S. Army Corps of Engineers will proceed with awarding a contract to National Academy of Sciences.
