- THIS NOTICE CONSTITUTES AMENDMENT NO. 001 TO THECOMBINED SYNOPSIS/RFQ FOR SENSITIVE COMPARTMENTED INFORMATION FACILITY. Companies shall acknowledge all amendment(s) in their quote. This notice serves as the official amendment to subject synopsis/RFQ and a written amendment will not be issued. The purpose of this amendment is to provide answers to questions asked in writing by the cutoff of July 20, 2015 and extend the Solicitation response date/time to 4:30 PM central daylight on July 24, 2015. Question 1 - Does the Combined Synopsis/Solicitation under solicitation number NNJ15557887Q contain requirements similar to a current contract? Answer 1 - No, the Combined Synopsis/Solicitation NNJ15557887Q is a new requirement. Question 2 - Is this requirement a stand-alone facility of approx. dimensions of 20 L x 24 W x 11T? Answer 2 - The dimensions are included in the installation schematic in the Statement of Work. Question 3 - Is this requirement a modular, re-locatable building system? Answer 3 - The "SCIF in a Box" is modular configuration that provides the flexibility to move the unit to another location in the future (i.e., the exterior location Ellington Field) where these standards are required. Question 4 - What are the heat loads on the interior of the structure so that we may calculate the HVAC requirement? Computers and other heat producing equipment loads? Electronic equipment loads? Answer 4 - Contractor is responsible for two (2) Penetration Openings (Portal) Electrical and Communication and Four (4) Penetration Openings (Portal) Mechanical, HVAC Supply and Return (2 in Computer Rack area, 2 in conference area). As per the Statement of Work, NASA is responsible for all electrical, wiring, fixtures, outlets, data connections; fire protection (suppression) and alarm and notification system; intrusion detection and electronic access control, mechanical, HVAC and connections; and F90 flooring. Question 5 - What is the personnel load for the building to calculate HVAC and Make Up Air requirements? Answer 5 - Contractor is responsible for two (2) Penetration Openings (Portal) Electrical and Communication and Four (4) Penetration Openings (Portal) Mechanical, HVAC Supply and Return (2 in Computer Rack area, 2 in conference area). As per the Statement of Work, NASA is responsible for all electrical, wiring, fixtures, outlets, data connections; fire protection (suppression) and alarm and notification system; intrusion detection and electronic access control, mechanical, HVAC and connections; and F90 flooring. Question 6 - While the requirement for STC 50 from Exterior to Interior is noted is there an internal wall STC rating for any partitions/compartments inside the facility? Answer 6 - No. Question 7 - Is there a desired internal floor plan or is this an open plan structure with a separate server room? Answer 7 - The dimensions are included in the installation schematic in the Statement of Work. Question 8 - How many and what type of penetrations are needed through the exterior hull of the building system? Wire? Fiber Optic? HVAC? Water? Answer 8 - Contractor is responsible for two (2) Penetration Openings (Portal) Electrical and Communication and Four (4) Penetration Openings (Portal) Mechanical, HVAC Supply and Return (2 in Computer Rack area, 2 in conference area). As per the Statement of Work, NASA is responsible for all electrical, wiring, fixtures, outlets, data connections; fire protection (suppression) and alarm and notification system; intrusion detection and electronic access control, mechanical, HVAC and connections; and F90 flooring. Question 9 - Is the facility required to meet ADA standards for access? Answer 9 - No. Question 10 - Is there a restroom requirement? Unisex? Male? Female? Answer 10 - No. Question 11 - Is there any separate or special electrical needs for the server room? EPO? Separate HVAC? Answer 11 - Contractor is responsible for two (2) Penetration Openings (Portal) Electrical and Communication and Four (4) Penetration Openings (Portal) Mechanical, HVAC Supply and Return (2 in Computer Rack area, 2 in conference area). As per the Statement of Work, NASA is responsible for all electrical, wiring, fixtures, outlets, data connections; fire protection (suppression) and alarm and notification system; intrusion detection and electronic access control, mechanical, HVAC and connections; and F90 flooring. Question 12 - What is the total power load estimated for both red and black power systems? Answer 12 - As per the Statement of Work, NASA is responsible for all electrical, wiring, fixtures, outlets, data connections; fire protection (suppression) and alarm and notification system; intrusion detection and electronic access control, mechanical, HVAC and connections; and F90 flooring. Question 13 - Are there any UPS systems required? Answer 13 - No. Question 14 - Are any Transformers required? Answer 14 - As per the Statement of Work, NASA is responsible for all electrical, wiring, fixtures, outlets, data connections; fire protection (suppression) and alarm and notification system; intrusion detection and electronic access control, mechanical, HVAC and connections; and F90 flooring. Question 15 - Any internal furniture or fixtures needed? Answer 15 - As per the Statement of Work, NASA is responsible for all electrical, wiring, fixtures, outlets, data connections; fire protection (suppression) and alarm and notification system; intrusion detection and electronic access control, mechanical, HVAC and connections; and F90 flooring. Question 16 - Raised Computer Flooring? Answer 16 - No. Question 17 - Any requirement for Standby or Emergency power feeds/switching for the main power supplies to the facility? Answer 17 - No. Question 18 - What type of internal fire/smoke detection required? What type of fire suppression system is desired? Answer 18 - As per the Statement of Work, NASA is responsible for all electrical, wiring, fixtures, outlets, data connections; fire protection (suppression) and alarm and notification system; intrusion detection and electronic access control, mechanical, HVAC and connections; and F90 flooring. Question 19 - Does the building need its own fire suppression pump and water supply? Answer 19 - As per the Statement of Work, NASA is responsible for all electrical, wiring, fixtures, outlets, data connections; fire protection (suppression) and alarm and notification system; intrusion detection and electronic access control, mechanical, HVAC and connections; and F90 flooring. Question 20 - What is the desire internal light intensity/lamination level? Answer 20 - As per the Statement of Work, NASA is responsible for all electrical, wiring, fixtures, outlets, data connections; fire protection (suppression) and alarm and notification system; intrusion detection and electronic access control, mechanical, HVAC and connections; and F90 flooring. Question 21 - Please clarify the limited Lifetime warranty expectation. Is this item to be a part of the sale price of the installed item or a separate CLIN? Answer 21 - The first year warranty shall be included for the Combined Synopsis/Solicitation NNJ15557887Q. Any future recertification warranty costs thereafter will be separate. Question 22 - Do you desire turnkey installation services? Answer 22 - Yes. Question 23 - Please define what the government will provide for stub outs for utilities and foundation or is that to be completed by the contractor. Answer 23 - The foundation is flat concrete floor. Question 24 - The portable SCIF is being built to exacting standards for inside an existing building so why does it have all of the water tight, wind resistance and structural/blast requirements associated with an outside stand-alone facility? Answer 24 - These needs are the standards that NASA has selected to meet its mission requirements. While it may seem unnecessary for an interior installation, the "SCIF in a Box" is modular configuration that provides the flexibility to move the unit to another location in the future (i.e., the exterior location Ellington Field) where these standards are required. Question 25 - Why does the 50STC sound door have to be 2 inches thick? As long as it meets 50 STC, why specify a thickness. Answer 25 - It should read minimum of 2 inches. The standards is drawn from the ICD 705. Question 26 - Does this procurement (and especially the door) need to meet Buy American Act requirements? Answer 26 - Yes. Question 27 - SOW 1(g)v specifies a GSA approved lock on the 2 inch sound door. Which Standard? Answer 27 - The Federal lock specification FF-L-2890 Question 28 - Is this a stand alone facility or is it built inside an existing structure? Answer 28 - Yes it is will be assembled inside an existing structure. Question 29 - What is the HVAC requirement for interior cooling? Answer 29 - Contractor is responsible for two (2) Penetration Openings (Portal) Electrical and Communication and Four (4) Penetration Openings (Portal) Mechanical, HVAC Supply and Return (2 in Computer Rack area, 2 in conference area). As per the Statement of Work, NASA is responsible for all electrical, wiring, fixtures, outlets, data connections; fire protection (suppression) and alarm and notification system; intrusion detection and electronic access control, mechanical, HVAC and connections; and F90 flooring. Question 30 - You show a rack room and a large open plan. What is the number of occupants and what is the heat load of the computer and other equipment located in the building? HVAC? Answer 30 - Contractor is responsible for two (2) Penetration Openings (Portal) Electrical and Communication and Four (4) Penetration Openings (Portal) Mechanical, HVAC Supply and Return (2 in Computer Rack area, 2 in conference area). Question 31 - Does the rack room require a separate fan coil unit and special HVAC considerations? Answer 31 - Contractor is responsible for two (2) Penetration Openings (Portal) Electrical and Communication and Four (4) Penetration Openings (Portal) Mechanical, HVAC Supply and Return (2 in Computer Rack area, 2 in conference area). As per the Statement of Work, NASA is responsible for all electrical, wiring, fixtures, outlets, data connections; fire protection (suppression) and alarm and notification system; intrusion detection and electronic access control, mechanical, HVAC and connections; and F90 flooring. Question 32 - Do you have a preference on chilled water HVAC cooling or forced air? Answer 32 - Contractor is responsible for two (2) Penetration Openings (Portal) Electrical and Communication and Four (4) Penetration Openings (Portal) Mechanical, HVAC Supply and Return (2 in Computer Rack area, 2 in conference area). As per the Statement of Work, NASA is responsible for all electrical, wiring, fixtures, outlets, data connections; fire protection (suppression) and alarm and notification system; intrusion detection and electronic access control, mechanical, HVAC and connections; and F90 flooring. Question 33 - Is there any requirement for backup/standby power? Answer 33 - As per the Statement of Work, NASA is responsible for all electrical, wiring, fixtures, outlets, data connections; fire protection (suppression) and alarm and notification system; intrusion detection and electronic access control, mechanical, HVAC and connections; and F90 flooring. Question 34 - You state a need for annual recertification is that to be a part of the FFP contract proposed or a separate annual maintenance contract? Answer 34 - The first year warranty shall be included for the Combined Synopsis/Solicitation NNJ15557887Q. Any future recertification warranty costs thereafter will be separate. The due date for receipt of offers is extended to 4:30 PM central daylight on July 24, 2015. Companies shall provide the information stated in the synopsis/RFQ posted on the NASA Acquisition Internet Service (NAIS) on July 16, 2015.
