- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL The United States Army Medical Acquisition Activity (USAMRAA) intends to award a sole source bridge contract to the American Registry of Pathology (ARP) for non-personal services to provide scientific, technical, administrative, and logistical support services for the U.S. Armed Forces Medical Examiner System (AFMES), located at Dover AFB, DE. The Office of the Armed Forces Medical Examiner System (OAFMES) provides comprehensive and innovative medical-legal services worldwide. This contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(c)(1). The citation is FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. This bridge is required to ensure continuity of services, deemed critical to the Department of Defense and AFMES' mission while the re-compete effort is being processed. It is the Government's intention for the re-compete's acquisition strategy to be issued as a competitive, small business set-aside. Due to the unique mission at AFMES, it will take a minimum of nine to twelve months lead/transition time for contractor laboratory personnel to obtain the proficiency levels required to support and ensure successful completion of both annual and biannual audits conducted by bodies that accredit AFMES. At this time, no other firm has the technical ability to provide continuous services for the agency. RFP W81XWH-15-R-0057 will be issued on a sole source basis. The North American Industry Classification System (NAICS) code for this requirement is 541712 and the size standard is 500 employees. Any sources that believe they are eligible to provide these services must respond to this notice in writing or respond to the RFP. Responses must be supported with clear and convincing evidence which articulates the ability to perform services outlined above. A request for documentation will not be considered an affirmative response. Information received will be considered for the purposes of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects fifteen (15) days after the publication of this notice, the contract will be awarded without further remark.
