Description
National Aeronautics and Space Administration (NASA) Ames Research Center (ARC) is hereby seeking partners interested in developing competitive proposals in response to HQ NASA Announcement of Opportunity (AO) number NNHZDA008J. NASA/ARC is interested in partners that can provide or develop multiple spaceflight-qualified micro-satellite spacecraft buses for the Solar Occultation Constellation for Retrieving Aerosols and Trace Element Species (SOCRATES) Mission. The SOCRATES spacecraft independently image the sun through the Earths limb twice per orbit with a specialized set of spectrometers. Full details, specifications, and submission instructions for this partnership opportunity is provided in the document entitled NNA15ZPX002L Partnership Opportunity Document. Organizations having the capabilities necessary to meet or exceed the stated requirements are invited to submit appropriate documentation, literature, brochures, and references in accordance with the submission instructions. ARC is seeking capability statements from all interested parties, including but not limited to, industrial, Small, Small Disadvantaged (SDB), 8(a), Woman-Owned (WOSB), Veteran Owned (VOSB), Service-Disabled Veteran Owned (SDVOSB), and Historically Underutilized Business Zone (HUBZone) businesses, for the purposes of determining the appropriate level of competition and/or small business subcontracting goals. The Government reserves the right to consider a Small, 8(a), WOSB, SDVOSB, or HUBZone business set-aside based on responses hereto. Potential partners may submit their responses by email to the POC listed at any time on or prior to the response date. However, ARC reserves the right to complete its evaluation of responses in a time frame necessary to support timely submission of the ARC proposal to a particular opportunity. ARC reserves the right to hold optional oral presentations or written email exchanges with potential proposal partners for additional information about their capability. Responses will include a specified period of time to present and a specified time for questions and answers. Responses to this notice will not be returned. All responders to this notice should be aware that NASA support service contractors may have access to their proposals. All information received in response to this notice that is marked Proprietary will be handled and protected accordingly. NASA support service contractors are under an obligation to keep third-party proprietary information in confidence. By submitting a response to this notice, the responder is deemed to have consented to release of proprietary information to such NASA support service contractors. Pursuant to FAR 52.215-3, entitled Request for Information or Solicitation for Planning Purposes, this information is being made available for market research, information, and planning purposes and to allow industry the opportunity to verify reasonableness and feasibility of the requirement, as well as promote competition. This RFI is subject to review or cancellation at any time and is not to be construed as a commitment by the Government to enter into a contract. The Government will not pay for the information submitted in response to this request and respondents will not be notified of the results. This announcement does not constitute a Request for Proposal. Please do not request a copy of the solicitation, as no solicitation exists at this time. If a solicitation is released, it will be made available on the Federal Business Opportunities (FBO) website (www.fbo.gov) and the NASA Acquisition Internet Service (NAIS) ( http://procure.arc.nasa.gov ). It is the responsibility of offerors and interested parties to monitor the Internet site for the release of the solicitation and amendments, if any and will be responsible for downloading their own copy of the documents.
