SYNOPSIS OF PROPOSED CONTRACT ACTION FAR SUBPARTS 5.1 & 5.2 Contract / Modification No: DE-EM0002904 / Modification 0002 Procurement Type: Notice of Intent to Award a Sole Source Contract Modification (Special Notice) Classification Code: B ? Special Studies and Analysis ? Not R&D NAICS Code: 541990 All Other Professional, Scientific, and Technical Services Title: Accelerate the Collection and Measurements of Iron Redox Fractions Description: The U.S. Department of Energy (DOE), Office of River Protection (ORP) plans to contract by means other than full and open competition, pursuant to Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, to Washington State University (WSU) located in Pullman, WA. The original requirement previously synopsized and awarded January 2014 and synopsized for Modification No. 0001 in July 2014 required WSU?s School of Mechanical and Materials Engineering to systematically explore nepheline crystallization and chemical durability with simplified glass systems. This proposed contract action (Contract DE-EM0002904, Modification No. 0002) will add a requirement for WSU to accelerate the collection and measurements of iron redox fractions related to viscosity and crystallization susceptibility using nuclear waste glass simulants that require acidic dissolution and subsequent analysis by means of an ultraviolet visible spectrometer by performing the two steps at the same location of current chemical preparation activities. WSU has an experienced and knowledgeable faculty in glass technology and has over six years of experience with the research for High Level Waste glass technology aimed at waste treatment in support of DOE?s Environmental Management (EM) program coupled with a deep understanding of the principles of the vitrification process. DOE-ORP previously determined that WSU is the only institution having the glass research and operations capability to perform the contract; likewise, WSU is also determined to be the only institution uniquely capable of performing these additional in-scope services without disruption to the EM mission. The current firm-fixed price of the contract is $706,998, and the contract modification is expected to increase the firm-fixed price by approximately $25,000.
