- Description
- The Naval Surface Warfare Center Carderock Division has a requirement for the procurement of a composite material (pulse tube component samples). These subcomponents are representative in material and geometry of full-scale submarine components in support of the NSWC's Ohio Replacement Program (ORP) and are custom designed. The NAICS code is 541330, engineering services, and the business size standard is $38 million. The small business set-aside for this requirement has been dissolved. The proposed purchase order is being solicited on a sole-source basis to Seemann Composites, Inc of Gulfport, MS. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reasons: Seemann Composites will manufacture the necessary samples of composite material using Seemann's Composites Resin Infused Molding Process (SCRIMP). This composite is proprietary and Seemann retains the intellectual property rights and unique manufacturing capability required to supply this material samples. This acquisition of this non- commercial item will be processed in accordance FAR 52.213-4 using Simplified Acquisition Procedures. Interested parties may identify their interest to respond to the requirement by submitting a capabilities statement. This notice of intent is NOT a request for competitive proposals. However, all responses received within 15 days of this notice will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
