Description
The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Epidemiology and Biostatistics Program (EBP), plans to procure on a sole source basis services to conduct an enhanced survey (including new elements from a prior survey) of all states in order to re-evaluate the inventory information available from State birth and cancer registries for building linked birth-cancer registry research databases from Fred Hutchinson Cancer Research, 1100 Fairview Avenue North, Seattle, Washington 98109-1024. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(2) and 13.501- (a)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System code is 541990 and the business size standard is $14.0 Millions. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. It has been determined there are no opportunities to acquire green products or services for this procurement. Period of Performance is estimated to be from September 1, 2015 through August 31, 2016. The Epidemiology and Biostatistics Program in the Division of Cancer Epidemiology and Genetics at NCI is pursuing a research program on gestational factors influencing subsequent disease including cancer. NCI seeks to determine the current availability and utility in data linkage studies, of data and specimens in all 50 states, and to evaluate possible barriers to the establishment of collaborative use of these data for research on US populations. The purpose of this procurement is to conduct an enhanced survey (including new elements from a prior survey) of all states in order to re-evaluate the inventory information available from State birth and cancer registries for building linked birth-cancer registry research databases. A systematic literature/bibliographic/research data base review will also be conducted to assess publications based on past linkages, and the conduct of current funded projects utilizing linked databases. Assessment of the current availability of newborn screening specimens for research (including possible use within a data linkages project) and/or of proposed changes in State policy for research use due to new Federal Law HR 1218 will also be made. Through evaluation of these data through this procurement, the NCI hopes to gain a better understanding of the resources available to investigate the etiology of cancer. Contractor Requirements Overall, the work shall include 1) Contacting the State Departments of Health and/or research units and relevant entities and determining the level of interest and resources; 2) Conducting a systematic search of publicly accessible bibliographic databases to identify prior publications and currently funded research projects utilizing these data linkages and specimens; 3) Initiating further communications to develop a consortium with interested groups & and determine future plans. Specific tasks to be performed by the Contractor include the following: 1) Identify US states/regions with informative records Determine which states/regions with population-based cancer incidence registries have the ability/willingness to perform linkage studies, the years of data (birth and cancer incidence) available, and the variables currently present in records. a) Search internet for any posted birth records data information and Health Dept. contacts. b) Internet search for population-based cancer registries in each state. c) Document resources, contacts, and details of data years, variables, for each state/region. 2) Contact Department of Health and/or research units and determine level of interest and resources a) Contact past collaborators in linked projects and proposals. b) Initiate contacts with new groups/States. c) Investigate holding a dedicated session during an existing cancer consortium meeting (funded separately) on development of collaborative multi-region data linkage studies. 3) Conduct systematic bibliographic/research database review to identify relevant publications and current funded projects utilizing linked databases a) Search PubMed, Ovid, etc., research databases for publications. b) Search NIH RePorter and websites for relevant private foundations (e.g. Alex Lemonade Stand) to identify projects. 4) Assess current availability of newborn screening specimens for research a) Systematically review website information from States on specimen storage/use. b) Attempt to contact relevant Health Dept. staff to assess policy/policy changes. Fred Hutchinson Cancer Research Center has provided opportunities for many epidemiologic studies evaluating maternal and infant outcomes. Linkages within these files are routinely conducted including longitudinal linkages of a woman's initial and subsequent pregnancies and linkage of birth records to the state hospital discharge database. With Institutional Review Board Approval from the State and other relevant agencies, linkages with outside files such as the WSCR and CSS are also possible, facilitating studies of factors associated with childhood cancer, pregnancy outcomes in cancer survivors, and survival in relation to childbearing in young women with breast cancer. It is a requirement of this procurement that the Contractor provide information and contacts from State birth and cancer registries, and results from a linked dataset of birth and cancer registries. The procurement also requires that the contractor be a recognized expert in the area of early life factors and carcinogenesis research, and that the contractor provide consultation, advice and guidance in the use of the data and interpretation of results. The Fred Hutchinson Cancer Research Center is the only entity known to the NCI that has the experience in linked vital-cancer records data and access to both registries to meet the Government's requirements. This notice is not a request for competitive quotation. However, if any interested party, especially small business believes it can meet the above requirement, it may submit a proposal or quote for the Government to consider. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 11 AM EST, on August 05, 2015. All responses and questions must be in writing and faxed to 240-276-5399 or emailed to Reyes Rodriguez, Contracting Specialist via electronic mail at reyes.rodriguez@nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through sam.gov.
