Description
NASA/ARC in collaboration with, and support of, the Operationally Responsive Space (ORS) office intends to raise the maximum task order ceiling and extend contracts under the Modular Space Vehicle (MSV) multiple award IDIQ contracts NNA11AA01B (ATK Space systems), NNA11AA02B (Miltec), NNA11AA03B (Northrop Grumman), NNA11AA04B (PnP innovations), and NNA11AA05B (Sierra Nevada Corporation), on a sole-source basis pursuant to 10 U.S.C 2304(c) (1), [...] limited number of responsible sources [...] Under MSV the task order ceiling will be increased, and the period of performance will be extended by three years through November 9, 2020. The MSV procurement is a multiple award IDIQ Cost-Plus-Fixed-Fee (CPFF) and Cost-Plus-Incentive-Fee (CPIF) contract that was awarded to five contractors with the objective task to manage and execute the technical, schedule and cost performance necessary to incorporate and evolve reconfigurable, modular bus and payload architectures that have been under development and transition them into hardware development, demonstration and operations of multi-mission MSV missions to include components, satellite buses, payloads, ground commanding and telemetry, space/ ground components, subsystems and/ or data- handling systems. The architecture developed for these responsive, modular spacecraft was to be designed in such a way as to allow flexibility to meet multiple missions with minimal changes within the basic design. The spacecraft architecture was intended to include multi-mission modular bus and payload designs. The Government does not intend to acquire a commercial item using FAR Part 12. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Notwithstanding this stated intent, interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 pm Pacific Standard Time on Wednesday, July 29, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Oral communications are not acceptable in response to this notice. All questions MUST be in writing and should be directed to Mr. Nathan Shumway, Contracting Officer, not later than 4:30 p.m. local time on Monday, July 27, 2015.
