Description
This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal Acquisition Regulation FAR Part 13 and FAR 6.302-1 for other than full and open competition. The Army Contracting Command - Aberdeen Proving Ground, Technology Division, 4118 Susquehanna Avenue, APG, MD 21005 has a requirement to procure the following items: Simulations Plus GastroPlus, ADMET Predictor, and MedChem Studio software licenses Simulations Plus software platform uses a unique, database based, algorithm to accurately predict toxicant metabolism and distribution based on chemical structure. It is needed to simulate the effects of a variety of toxic chemicals and pharmaceuticals in lab animal models by several routes of administration. Software enables the researcher to refine endpoints and reliably predict efficacy of toxins and drugs in the animal models studied. Under the authority of FAR 6.302-1, only one responsible source and no other will satisfy agency requirements, the Government intends to award a Firm-Fixed Price (FFP) sole source order/contract to Simulations Plus, Inc. Simulations Plus is the sole supplier of and manufacturer of their software. Therefore, the brand-name of Simulations Plus is required to meet the Army's needs. The associated North America Industry Classification System (NAICS) Code is 511210 and the Business Size Standard is $38.5 million. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability to respond to the requirement. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 2:00 PM Eastern Time, Tuesday, July 28, 2015. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
