- Pursuant to 13.106-1(b), the Federal Highway Administration (FHWA) intends to negotiate a sole source purchase order with the University of Arizona to expand on innovative ideas for improved operations and performance of the Multi-Modal Intelligent Traffic Signal System (MMITSS) and conduct further modeling and simulation to integrate MMITSS in the real world field test at Turner-Fairbank Highway Research Center (TFHRC) Connected Vehicle Highway Test-bed. The University of Arizona is the sole developer of this technology and currently holds the intellectual property rights to the algorithms and software. As such the University of Arizona is the only known source that can expand the capabilities of the system as well as impart that knowledge to staff at Turner-Fairbank Highway Research Center (TFHRC). The anticipated award date for this purchase order, issued under FAR Part 13, is August 7, 2015. The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
