- The National Cancer Institute (NCI), Surveillance Research Program (SRP), plans to procure on a sole source basis statistical services to estimate confidence intervals for ranking composite health indexes and provide support to the Kentucky Tumor Registry, an NCI funded SEER registry, on the statistical method for the Kentucky Cancer Burden Index Ranking Project from University of Wisconsin, 1848 University Ave., Madison, WI 53726. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(2) and 13.501- (a)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System code is 541990 and the business size standard is $14.0 Millions. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. It has been determined there are no opportunities to acquire green products or services for this procurement. Period of Performance is estimated to be from September 1, 2015 through August 31, 2016. The National Cancer Institute (NCI), The Surveillance Research Program (SRP) has developed a series of statistical methods to providing confidence intervals for ranks of age-adjusted cancer incidence and mortality rates by geographic region in the US. A web-based tool, CI*Rank (http://surveillance.cancer.gov/cirank/) is available to the public so that users will see where a geographic area stands in comparison to other areas, as well as the level of uncertainty of the ranks. The tool currently provides estimates for age-adjusted incidence or mortality rates, and the proposed project aims to expand the statistical methods to cover a broader range of health measures, i.e., composite health indexes. Composite health indexes are constructed based on several indicators or measures, usually in the form of weighted averages of these measures, to provide a summary of health status in certain areas. County Health Rankings & Roadmaps (http://www.countyhealthrankings.org/) provides composite health indexes for a broad range of health interests. It is widely utilized in the area of public health research and practice. It is collaboration between the Robert Wood Johnson Foundation and the University of Wisconsin Population Health Institute. The proposed contractor, University of Wisconsin, has the expertise in designing, modeling, analyzing, and presenting the rankings for composite health index, and will support SRP in expanding the current CI*Rank tool to the new area of ranking composite health indexes. Contractor Requirements The Contractor shall complete the following tasks: Task 1: Consult with the Kentucky Tumor Registry on the direct method for the Kentucky Cancer Burden Index Ranking Project A cancer burden index is currently developed that includes cancer incidence, mortality, screening, risk factors (e.g. smoking) to present the overall cancer burden in a geographic region. The contractor shall provide coding, computing, and analysis support to estimate the rankings of the index and the associated uncertainties, which will be applied to estimate the confidence intervals of the rankings. Task 2: Present to the County Health Rankings & Roadmaps project team with regard to the modeling approach, trade-off of various models, simulation scheme, and advantages compared to the direct estimates that are currently presented in the Rankings project. Contractor shall present to the County Health Rankings & Roadmaps project team regarding the statistical modeling approach on the Rankings, and summarize the feedbacks from the practical aspect of public health applications. Task 3: Provide statistical consultation on modelling approach for the County Health Rankings & Roadmaps confidence interval estimates and prepare a manuscript to be submitted to a public health journal. The contractor shall provide consultation to NCI on statistical method development to estimate the confidence intervals and to compare different approaches in modelling the county-level individual and composite health index The University of Wisconsin has developed the County Health Rankings & Roadmaps program and has built an international reputation in the field of ranking health indexes and the associated statistical methods. The University of Wisconsin is the only source known to NCI to have access to this health rankings and roadmaps to support the Surveillance Research Program (SRP) in expanding the current CI*Rank tool to the new area of ranking composite health indexes. This notice is not a request for competitive quotation. However, if any interested party, especially small business believes it can meet the above requirement, it may submit a proposal or quote for the Government to consider. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 11 AM EST, on August 03, 2015. All responses and questions must be in writing and faxed to 240-276-5399 or emailed to Reyes Rodriguez, Contracting Specialist via electronic mail at reyes.rodriguez@nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through sam.gov.
