- The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with Tenzi Ltd. of Budapest, Hungary for the purchase of UV Sources and Meters under other than full and open competition by the authority of FAR subpart 13.106(1)(b). NIST has a requirement for a high brightness, broadband laser-driven plasma light source to produce light in the ultraviolet (UV) region for its Reference Transmittance Spectrophotometer, which maintains the national reference scale for transmittance from 250 nm to 2500 nm. This will allow NIST to obtain decreased uncertainties for transmittance in the UV to better support the SRM program which recalibrates standard reference neutral density filters covering the range from the UV to the near-infrared, to improve transmittance measurement capabilities further into the UV, and to position NIST for success in future intercomparisons among NMI's in the UV region. A laser-driven plasma light source (LDLS) will provide significantly increased flux in the UV and thus decreased uncertainties. Tenzi Ltd. is the only manufacturer of laser driven plasma light sources, and they are based on a patented concept of using a focused laser to drive a plasma discharge that produces a source of high brightness because of the possibility of focusing the laser down to a very small, intense beam. Tenzi Ltd. is the only contractor that can provide the required UV sources and meters due to its patented technology and is therefore uniquely qualified to provide the required UV sources and meters. Delivery shall be FOB Destination, Gaithersburg, MD, and be completed in accordance with the Contractor's commercial schedule. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 3:00 p.m. (EST) on August 11, 2015. Inquiries will only be accepted via email to prateema.carvajal@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
