FMIS Modernization Services - Draft Statement of Work REQUEST FOR OUTSOURCING OF U.S. SENATE FINANCIAL SYSTEM MODERNIZATION SUPPPORT The purpose of this Request for Information (RFI) / Sources Sought synopsis is to gain knowledge of qualified industry sources and/or candidates who possess extensive practical knowledge and experience with financial system modernization projects. The Senate seeks to establish one or more multiple award Indefinite Delivery Indefinite Quantity (IDIQ) contracts that will provide a range of support for implementing and maintaining a financial management system under its six year financial system modernization initiative, Future Financial System of the Senate (F 2 S 2 ). Task Orders will be issued against the IDIQ contract as requirements are defined. Qualified candidates must have relevant federal experience in a minimum of one implementation service area outlined in Section 1) Implementation Services in the Requirements below. Three federal qualifications with references are required to be considered qualified for an implementation service area. Only candidates qualified in at least one implementation service area may additionally respond to the remaining service areas (Section 2 through 8). This is not a request for proposal and in no way obligates the Senate in an award of a contract. This RFI/Sources Sought synopsis contains the most currently available information. This information is subject to change at any time. Requirements are stated in terms of minimum capabilities and characteristics required by the Senate. This RFI is issued for information and planning purposes only and does not constitute a solicitation nor a guarantee that a solicitation will be issued. Whatever information is provided in response to this RFI will be used by the Senate to assess tradeoffs and alternatives available for determining how to proceed in the acquisition of the services. The SAA does not intend to pay for information submitted. The comments and/or questions will not be responded to unless the SAA determines a response to a question will be advantageous to the SAA. Respondents will not be notified of any evaluated results from the data received. REQUIREMENTS: F 2 S 2 sco p e includ e s i mp l e menting a hybrid COTS, software as a service (SaaS) co r e f ina n c ial man a g e ment s y stem a nd k e y in t e r fa c e s. The Senate's modernized financial system will: Utilize a core financial management system that is compliant with Federal Financial System requirements; Comply with any additional applicable requirements, such as privacy, security, compliance with section 508 of the Rehabilitation Act, continuity of operations, critical infrastructure protection, disaster recovery, service level agreements, and help desk services; Comply with standards mandated by OMB and Treasury; Integrate to third-party software and Senate administrative systems; Comply with the Senate-specific requirements for the COTS / SAS solution; and Comply with the Senate system and security requirements. The Senate do e s not in t e nd to significantly c usto m i z e the COTS fina n c ial man a g e ment solut i o n a nd inste a d will a dapt business p r o ce sses to r ea l iz e the f ull b e n e fits of the leading pr a c t i ce s and e f f ici e n c ies bui l t in t o the COTS so f tw a r e. Senate unique re qui r e men t s will be a ddr e ssed w i t h c onfi g u r a t i on to the maximum extent possible. The key required functional areas under consideration include, but are not limited to, the following: •1) Implementation Services: all necessary services for the successful implementation of financial applications compliant with Federal Financial System requirements. •a. Oracle Hyperion: Planning and Public Sector Planning and Budgeting; •b. PeopleSoft Core Financials: General Ledger, Accounts Payable, Accounts Receivable; •c. Additional PeopleSoft Products / Modules: Purchasing, eProcurement, Supplier Contract Management, Expenses, Asset Management, Enterprise Portal; •d. Coupa: Applications: Sourcing, Contract Management, Procurement, Expenses, Inventory; •e. Financial Reporting Data Warehouse; and, •f. Data Archival, Master Data Management Tool(s) and Other Software Products as Identified / Recommended During the Modernization. For each application, the following implementation services objectives have been identified: •· Requirements Definition / Validation •· Application Configuration •· Data Migration and Conversion •· Application Testing •· Application Documentation •· Business Process Transformation •· Application Deployment, Cutover and Release Management •2) Integration Services: all necessary services for the successful integration of the COTS and SaaS financial management applications with the Senate systems and External Agencies (Treasury, etc.) •3) Enhancement Services: After F 2 S 2 application implementation, the Senate may decide to develop enhancements to the system based on user requests and business needs. This task is not for enhancements that are part of regular software maintenance that shall be included in Operations, and Maintenance services. Application enhancements may be requested in response to changes in the Senate business requirements. Enhancements might originate with user requests for specific capabilities or from management identification of solutions to substantive routine system problems. Document any enhancements following the agreed upon change control process, and follow the change control process to receive approval for the enhancement. Assist in designing, developing and implementing enhancements. •4) Training Services is a critical function in ensuring the acceptance of the new financial system by the Senate stakeholders. Training services include the identification of the appropriate combination of classroom and online training, help content and user training material required to facilitate successful adoption of the new financial applications. •5) Operation and Maintenance Services: Operations and Maintenance services involve providing the software and the services for running and managing the financial management software. The Core Financial solution shall consist of the use of COTS products with limited product extensions and limited customization of the core product. Operations and Maintenance services includes integration of operational components and configuration of the integrated solution to operate within the Senate environment. The foundation of the proposed solution must be compliant with Federal Financial System requirements. Application Management/Operations and Maintenance support includes but is not limited to functional and technical tasks directly related to the application which includes issue resolution, offline processing, any reference table updates, report maintenance in the software, monthly, quarterly and annual close processing, database dumps, and implementation and testing of new regulatory requirements. The following application management/operations and maintenance objectives have been established: •· Perform all operations and maintenance (O&M) activities for the new financial system including all application functional and technical support and security of the deployed solution including. •· Provide a process for software patching (changes to the software that are fixes and changes in a future software release that is needed prior to implementing the new release) and when major and minor software releases will be installed and the process for communicating the changes to the end users. •· Provide a change control process that includes customer input and enforces consistent configuration management across all increments, instances, and upgrades of the new financial system. •· Provide Tier 1, 2 and 3 help desk support. •· Prepare and execute Service Level Agreement (SLA) that includes the performance indicators. •6) Transition Services: Transition services under this contract are critical to the Senate and must continue without interruption. When the contract expires, a successor, either the Senate or another contractor, may continue the services. Transition services will facilitate an orderly and efficient transition to a successor. These services include developing, documenting, and executing a transition plan that may be used to transition tasks and materials to a new contractor or to the Senate staff. The transition plan shall incorporate an inventory of all deliverables under this contract. The plan shall include a schedule of briefings, including dates and time and resources allotted, that will be required to conduct a full transition. The plan is to ensure that the Senate will be provided all of these deliverables and be fully briefed at least 90 days prior to the expiration date of a task order or contract. •7) Project Management: Project management includes comprehensive and effective life cycle project management services. These services should employ a management approach that is consistent with the Senate's system development methodology and project management best practices, notably those specified by the Project Management Institute (PMI). Project management services require detailed information on the project management structure, resources and support methodology. Project management support services, tools and processes shall include, but are not limited to: •· Schedule Management; •· Scope Management; •· Risk Management; •· Project Financial Management; •· Document Management; •· Requirements Management; •· Configuration Management; •· Software Change Management; •· Quality Control; and, •· Status Reporting. •8) The optional functional areas under consideration include, but are not limited to, the following: •1) Software Licenses: software licenses for the F 2 S 2 applications, including all warranties, terms and conditions, and the methodology and pricing for adding licenses in the future if needed. •2) Hardware: a hardware solution for the F 2 S 2 applications includes all warranties, terms and conditions, and the methodology and pricing for adding licenses in the future if needed. REPRESENTATIVE LABOR CATEGORIES: The tables below contain a list of the representative labor categories and a description of the relevant experience. Additional personnel positions may be proposed based on past experience in the organization and execution of F 2 S 2 tasks that are similar in size, scope and complexity. Oracle Hyperion: Planning and Public Sector Planning and Budgeting Hyperion Project Manager Bachelor's degree in Computer Science, Information Systems, Engineering, Business, or other related discipline and twelve years of experience, of which at least nine years must be specialized. With a Master's degree (in the fields described above), ten years of experience of which at least seven years must be specialized. With a Ph.D. (in the fields described above) eight years of experience is required of which at least six years must be specialized. With fifteen years of experience of which at least twelve years must be specialized, a degree is not required. Specialized experience includes: project development from inception to deployment, expertise in the management and control of funds and resources using complex reporting mechanisms, and demonstrated capability in managing multitask contracts and/or subcontracts of various types and complexity. General experience includes increasing responsibilities in information systems design and/or management. Serves as the project manager for a large, complex task order (or a group of task orders affecting the same common/standard/ migration system). Under the guidance of the Program Manager, responsible for the overall management of the specific task order(s) and ensuring that the technical solutions and schedules in the task order are implemented in a timely manner. Performs enterprise wide horizontal integration planning and interfaces to other functional systems. Hyperion Architect Bachelor's degree or higher in Information Systems, Computer Science, Engineering, Business, or related field and at least two years of progressive experience in selecting and implementing Commercial- Off- the- Shelf (COTS) enterprise solution applications. Completed comprehensive training in the implementation of at least one major Enterprise Resource Planning (ERP) application. Two years' experience with the design, execution, and oversight of large- scale information technology (IT) projects. Provides functional knowledge and perspective to the enterprise- wide IT solution team. May be called upon to facilitate participation of the client's functional specialists. Also provides functional knowledge for business process re- engineering and implementation of best IT and business practices. Supports functional lead for requirements definition to the IT system development project and supports fit/gap analyses of GOTS and COTS software. Participates in business case development by supporting identification of functional impacts for alternative solutions. Hyperion Administrator Bachelor's degree and seven years of progressive experience in Hyperion Administration. Experience with Operating Systems including Windows Server and UNIX. Ability to document processes and work within a quality improvement environment. Demonstrated working knowledge of Hyperion architectures including: Oracle Database Technology Platform. Excellent interpersonal, communication, and written skills. Understanding of server, application and network security hardening and validation techniques. Experience with HTTP servers, HTML, JavaScript and XML. Hands on experience with implementation techniques. Provides assistance to the Hyperion System Installation, Configuration and support of key Internet/Extranet/Intranet components. Provides technical level Hyperion Technology Platform Administration, Support, and maintenance of services, web application services, proxy services, DNS, content filtering, web. Hyperion Functional Lead Bachelor's degree in computer science, information systems, engineering, business, or related field and five years of Hyperion System and Business requirements analysis, software configuration and data analysis. Works independently, independent project-level responsibility under general supervision. Typically serves as lead data analyst, lead systems engineer, lead programmer, lead configuration manager, lead technical writer, lead resource planner. Demonstrates significant technical competence and may perform varied and difficult tasks under supervision, conferring with supervisor. May be assisted by or may supervise more junior personnel. Hyperion Technical Lead Master's/Bachelor's degree in Business, Engineering, Computer Science, Information Systems, Social Science, or other related analytical, scientific, or technical disciplines and ten years of Hyperion Implementation and Development hands-on experience. Provides technical expertise and support in one or more emerging Technology areas including, but not limited to Hyperion Implementation, Knowledge Discovery, and Data Mining. Reviews and recommends solutions to customer problems based on prior experience and hands-on understanding of how products and services interrelate and support the customer mission. 1b. PeopleSoft Core Financials: General Ledger, Accounts Payable, Accounts Receivable; 1c, Additional PeopleSoft Products / Modules: Purchasing, eProcurement, Supplier Contract Management, Expenses, Asset Management, Enterprise Portal ; PeopleSoft Project Manager Bachelor's degree or equivalent experience and six years of experience or a relevant functional/technical certification. Responsible for providing implementation support and guidance. Has extensive experience with PeopleSoft applications, PeopleTools technology, and experience in all key phases of an implementation life cycle. Provides implementation assistance in the areas of PeopleSoft application knowledge, PeopleTools technical knowledge, and overall implementation knowledge. Specific areas the Analyst typically gets involved in range from configuring the system, writing technical modifications, supporting the customer s project team, and answering product specific questions. PeopleSoft Upgrade Manager Bachelor's degree or a relevant functional/technical certification and four years of experience. Has extensive experience with PeopleSoft applications, PeopleTools technology, and significant experience in all key phases of the implementation and upgrade life cycle. Able to facilitate and resolve all issues surrounding PeopleSoft product upgrades at customer sites. Able to establish an appropriate upgrade strategy with customers and has knowledge of all phases of systems implementation. PeopleSoft Application Architect Bachelor's degree or a relevant functional/technical certification and six years of experience in a technical lead role. Responsible for planning, leading and/or performing all aspects of the technical PeopleSoft infrastructure, including application servers and process schedulers; patches, upgrades and modification planning and implementation; migration and propagation; infrastructure stability and system integrity. Coordinate and enforce standards. May supervise small technical team as part of a larger project. PeopleSoft Application Development Lead Bachelor's degree or a relevant functional/technical certification and eight years programming experience; including four years of experience in programming complex Federal Government or quasi-Federal Government financial management systems. Analyze programs and outlines for such factors as type and extent of information to be transferred from storage units, sorting and format of final results. Confers with technical and analytical personnel, and designs detailed programs, flow charts, and diagrams indicating required computations and sequence of machine operations. Translates design into coded instructions. Verifies accuracy and validity of programs. PeopleSoft Database Administrator Bachelor's degree or a relevant functional/technical certification and six years of experience in database management systems; three years SQL, Cobol, and Fourth Generation Language programming experience in a batch or online environment. Provides technical expertise and guidance in the logical and physical database design, development, operation, and maintenance of information systems for business process applications. Conducts management studies, defines data requirements, and proposes solutions to system problems based on cost effectiveness and quality of performance. Evaluates the data processing techniques, database management, and management information systems, concepts, and applications used as they relate to Government information goals. Defines all required database administration policies, procedures, standards, and guidelines. PeopleSoft Application Administrator Bachelor's degree or a relevant functional/technical certification and five years of PeopleSoft Administration experience. managing the administration, configuration, and maintenance of the application server; monitoring the process scheduler; researching problems to determine the appropriate solution; monitoring the release of PeopleSoft patches, upgrades and fixes and assessing the impact on the current environment; working with users to determine which upgrades are mandatory or urgent; migrating projects through the various environments; enforcing the documentation standards. PeopleSoft Product Specialist Bachelor's degree or a relevant functional/technical certification and four years of experience. Has in depth knowledge of PeopleSoft applications and/or PeopleTools technology. Product Specialists are expert level in a specific functional application area, or they are expert level in a specific technical area. Senior Systems Accountant Possession of a Certified Public Accountant (CPA) Certificate, Certified Government Financial Manager (CGFM) Qualification or Master's in Business Administration (MBA) and eight years of experience in reviewing and evaluating Federal accounting systems, procedures, and regulations; knowledge of generally accepted accounting principles and standards, Government-wide accounting policy and practices, and financial management at the Federal level. A Certified Management Accountant (CMA) Certificate or 24 hours of Accounting may be substituted for the CPA/MBA requirement. Provides technical expertise and guidance in reviewing agency financial management systems policies, regulations, and operations. Reviews and/or prepares requirements analyses and system design related to agency accounting functions. Serves as technical advisor in resolving complex issues related to agency accounting operations. Analyzes and evaluates agency accounting systems, plans, procedures, and requirements relating to implementation of the financial system. Evaluates technical proposals for conformance with sound Federal accounting, reporting, and financial management practices. Provides instruction and advice on technical accounting questions to systems staff. 1d. Financial Reporting Data Warehouse; Data Architect Bachelor's degree or a relevant functional/technical certification and eight years of experience. Works in a data warehouse environment, which includes data design, database architecture, metadata and repository creation. Develops strategies for data acquisitions, archive recovery, and implementation of a database. Translates business needs into long-term architecture solutions. Defines, designs, and builds dimensional databases. Develops data warehousing blueprints, evaluating hardware and software platforms, and integrating systems. Evaluates reusability of current data for additional analyses. Reviews object and data models and the metadata repository to structure the data for better management and quicker access. Data Warehousing Administrator Bachelor's degree or a relevant functional/technical certification and five years of experience. Coordinates the data administration technical function for both data warehouse development and maintenance. Facilitates change control, problem management, and communication among data architects, programmers, analysts, and engineers. Establishes and enforces processes to ensure a consistent, well managed, and well integrated data warehouse infrastructure. Generally, formal education may be substituted for experience. Each formal degree (i.e., Bachelors, Masters, and PhD) may be substituted for four (4) years of experience. Alternatively specialized experience may be substituted for formal education. For example, four years of experience are required to substitute for a Bachelor's degree. RESPONSES: In responding to this RFI/Sources Sought synopsis, provide candidates resume and a brief description stating your qualifications to perform each of the mandatory requirements listed above. Candidates may also submit information and comments in response to this RFI about the attached draft Statement of Work including available alternatives to assist the Senate in determining how best to proceed with the modernization project. A response to each requirement must include paragraph numbering identifiable to the requirements listed above. The submission must also include past performance experience /information relative to the requirements for a minimum of three contracts of similar scale, less than two years old that involve use of knowledge and capabilities relevant to those necessary to meet the Senate's requirements. Past performance references shall include contract number, customer name, address, telephone number, email address, and brief synopsis of work performed relevant to requirements listed above. Submission in response to this notice must include company name and address, including your Dunn and Bradstreet number (if applicable) and contact information to include telephone, fax and e-mail address. The information contained in this notice will be the only information provided by the Senate during the RFI/Sources Sought process. All qualified sources should respond to this notice by submitting an information package in accordance with the instructions provided. Contractors responding to this notice and deemed qualified by the SAA may be requested to submit a proposal in response to a solicitation. Only contractors deemed qualified will be permitted to submit proposals. If suitable responses are received from qualified sources, the SAA anticipates release of a solicitation during the first quarter of Fiscal Year 2016. Neither the SAA nor the Senate will be responsible for any costs for the preparation of responses to this request. INSTRUCTIONS: Responsesto this RFI/ Sources Sought and draft Statement of Work request are due to the POC no later than August 24, 2015, at Noon and shall be submitted electronically via email only to the attention of Nicole A. Barnes at acquisitions2012@saa.senate.gov. The subject line of the email message shall be: "SSN 2015-S-055 FMIS Modernization Services". No other method of transmittal will be accepted. The response shall not exceed twenty-five (25) pages. Unnecessarily elaborate submissions are discouraged. Pages over the page limitation may be discarded. Access by the SAA to information in any files attached to the response is the responsibility of the submitting party. Neither the SAA nor the Senate is responsible for any failure to access vendor's information. THIS IS NOT A REQUEST FOR PROPOSAL.
