- 1. Description This Advisory Multi-Step (AMS) related to Request for Proposal, W52P1J-15-R-0096, is issued under the authority of FAR 15.202, Advisory Multi-Step Process. 2. Introduction The U.S. Army Computer Hardware, Enterprise Software and Solutions (CHESS), in coordination with the Army Contracting Command, Rock Island (ACC-RI), is seeking qualified contractors to support the Army enterprise infrastructure and infostructure goals with information technology (IT) services worldwide. The Army is seeking contractors who are willing to partner with the Army to meet its mission. The Army is structuring the Information Technology Enterprise Solutions - 3 Services (ITES-3S) contract in a manner that ensures that the contractors' goals and objectives are in alignment with those of the Army. Superior performance on the contractors' part will directly and indirectly link to superior Army mission accomplishment through the economic and efficient use of IT. (Within the context of the Army/contractor partnership, the Army does not use the terms quote mark partner quote mark and quote mark partnership quote mark as legal terms.) The Army/contractor partnership will reflect the attributes of an open, collaborative, and customer-oriented professional relationship. The ITES-3S acquisition will be conducted under full and open competitive procedures using FAR Part 15. The Government anticipates awarding 24 Indefinite Delivery/Indefinite Quantity (IDIQ) awards, with an anticipated 14 of those awards reserved for small businesses. The ITES-3S contracts have an estimated value of $12,100,000,000.00, and will have a base period of five years with one four-year option. The NAICS code for the acquisition is 541519 (Other Computer Related Services) with a small business size standard of $27,500,000.00. The contractor may need to possess and maintain facility security clearances of at least Secret and up to Top Secret, Specialized Compartmentalized Information (SCI) from the Defense Security Service. The contractor's employees performing work in support of this contract may have been granted a security clearance from the Defense Industrial Security Clearance Office. 3. ITES-3S Scope The ITES-3S scope will include a full range of services and solutions necessary for the Army to satisfy its support of the Army Enterprise infostructure and infrastructure goals with IT services throughout CONUS and OCONUS locations, including warzone areas. The scope includes the Command, Control, Communications, Computers, and Information Management (C4IM) requirements as defined in Army Regulation 25-1 (AR 25-1). Additionally, ITES-3S will include the services and solutions necessary for the Army and other services to transition from current service-centric information environments to the enterprise Joint Information Environment (JIE) as directed by the DoD CIO. ITES-3S contemplates IT services-based solutions under which contractors may be required to provide a full range of equipment and software associated with those services. In addition to equipment and software, incidental construction may be required to provide a total solution. Therefore, end-to-end solutions to satisfy worldwide development, deployment, operation, maintenance, and sustainment requirements are included. Also included is support to analyze requirements, develop and implement recommended solutions, operate and maintain legacy systems and equipment. The types of services and solutions required for this acquisition will fall under the following Task Areas: Cybersecurity Services; IT Services; Enterprise Design, Integration, and Consolidation; Network/Systems Operation and Maintenance; Telecommunications/Systems Operation and Maintenance; Business Process Reengineering; IT Supply Chain Management; and IT Education & Training. It is the Government's intent to establish a scope that is broad, sufficiently flexible to satisfy requirements that may change over the period of performance, and fully comprehensive so as to embrace the full complement of services that relate to IT. ITES-3S will allow for ordering by all DoD and Federal agencies, but is being specifically crafted to be utilized as a strategic source for the Army. All efforts supported under this contract shall be provided in accordance with Department of Defense, United States Army, DOD Intelligence Information Systems (DoDIIS), and National Security Agency standards as applicable to each task order. Efforts under this contract will support industry best practices when not prescribed by aforementioned standards. The services acquired on this contract apply to the full range of security domains, from Unclassified through Top Secret/ SCI. 3.1 ITES-3S Task Areas. The IT services solutions are categorized in the list of task areas identified below. The task areas are further subdivided into sub-task areas to further define the scope of the task areas. This list of sub-tasks is not considered to be inclusive of all sub-tasks within each task area. Advisory Multi-Step The AMS process is conducted to allow potential prime contractors to submit qualifying documentation demonstrating corporate qualifications that will allow the Government to advise them about their potential to be viable competitors for the ITES-3S acquisition. This AMS process asks potential interested offerors to submit limited information that focuses on the offeror's (1) corporate capability, (2) experience, and (3) quality awards, certifications, and clearances. The Government will evaluate all responses in accordance with the following criteria, and advise each respondent in writing either that it will be invited to participate in the resultant acquisition or, based on the information submitted, that it is unlikely to be a viable competitor (including a general basis for that opinion). Notwithstanding the advice provided by the Government, offerors identified as unlikely to be viable competitors as prime contractors may still participate in the resultant acquisition. The AMS process is entirely independent of the source selection process for the ITES-3S awardees. While the outcome of the AMS process does not preclude any interested offeror from submitting a proposal under the ITES-3S Solicitation, offerors who are determined to not be viable are suggested to consider teaming or subcontracting with another viable offeror. In the interest of promoting small business participation and teaming arrangements, the Government intends to publish the list of potential offerors (the company identified as the quote mark prime quote mark ) determined to be viable to compete under ITES-3S and invited to participate in the resultant acquisition. The list will be published on the FedBizOpps website as identified below upon release of written notifications of the results of the AMS evaluation. If an offeror does not wish to be published in this list of viable offerors, it must state so in its AMS submission. 5. In addition, visit the FedBizOpps (FBO) web site: https://www.fbo.gov (Solicitation: W52P1J-15-R-0096). 5.2 Format for Submissions Potential prime contractors are requested to provide the information outlined below. Information beyond that requested or beyond page limitations set forth is neither desired, nor will it be considered in the assessment. All page limitations are based on single sided pages, 8.5 X 11 inch paper, single spaced, Arial typeface no smaller than 12-point (smaller fonts are acceptable for graphics, figures, tables, footnotes and legends), 1 quote mark margins. Costly, complex presentations are neither required nor desired. 5.2.1 Submission Date, Time and Location Electronic submissions should be received no later than 2:00 p.m. Central Time on 03 August 2015 at the following email address: usarmy.ria.acc.mbx.ites-3s@mail.mil 5.3 Content Requirements All submissions must include the information described in Sections 5.3.1 through 5.3.3. Note that content which exceeds the specified page limits may not be considered by the Government in conducting the AMS viability assessment. The response must be sufficient to permit an assessment of each criteria. 5.3.1 Corporate Capability Provide a corporate capability statement discussing why your company/team is well qualified to perform on the ITES-3S acquisition to include topics such as: organizational structure, management philosophy, team management, and tools (e.g. systems, facilities, training plans, etc.). Indicate business size (i.e., large business, small business), in accordance with the assigned NAICS code, 541519 (Other Computer Related Services). ***Page limit for this section is not to exceed three pages.*** 5.3.2 Experience Identify up to five recent contracts performed by the potential prime contractor and major subcontractors for large, multiple award IDIQs, contracts for task areas and work found in Section 3 above, and/or similar in scope and complexity to ITES-3S. Recent project/contracts are defined as prime contracts, task orders, delivery orders, or subcontracts where services or deliverables were performed or still being performed anytime within three years of issuance of this AMS. a) For each identified contract, provide the following (this information may be provided in table format): Contract number Contract name Contract type Performance based (Y or N) Value of equipment and value of services Status on contract (prime or subcontractor). If work was performed as a subcontractor, identify the percentage of work performed that is similar to the ITES-3S scope of work. Geographic scope (CONUS, OCONUS, Warzone) Summary of the contract (include depth and breadth of the work performed to include performance measures and innovative approaches; type of services performed, e.g., program management services, business process re-engineering.) b)For performance-based contracts, provide three performance requirement standards (PRS) that have been applied to the identified contracts. The response should be specific and show the target standard and performance threshold that are set forth under the applicable contracts as well as method of surveillance. Explain how the PRSs are tied to the achievement of the clients' underlying business/mission objectives. c)While the primary objective of this section is to understand the potential prime contractor and major subcontractor's experience with contracts of similar scope and complexity to ITES-3S, the Government may also utilize the Past Performance Information Retrieval System (PPIRS) to identify any adverse past performance issues that might indicate increased viability risk. ***Page limit for this section is not to exceed 10 pages.*** 5.3.3 Quality Awards, Certifications, and Clearances Provide a summary of quality awards and certificates earned (e.g., ISO, CMM, etc.) including original and latest certified dates where applicable. In addition, this section should address the status of the contractor's facility clearance (Reference PWS, Appendix 3 - Para 2.2). ***Page limit for this section is not to exceed one page.*** 6.
