- NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Alaska Department of Fish and Game (ADF&G) to conduct and deliver the groundfish abundance and size composition data from the central and western Gulf of Alaska during the summer cruise season of 2015. The Alaska Fisheries Science Center located in Seattle, WA proposes to enter into a contract on a sole source basis with ADF&G to conduct bottom trawl survey. This type of trawl survey uses a 400-eastern otter trawl and is referred to as the ‘large-mesh survey'. Conducted annually since 1988, the large-mesh trawl survey consists of approximately 400 hauls within the central and western Gulf of Alaska (GOA), from Cape Douglas to the eastern Aleutian Islands. The large-mesh trawl occurs from June to September annually. Although the large-mesh survey was developed primarily to assess crab resources, this survey effort can provide additional groundfish abundance and size composition data critical for stock assessment. The value of the ADF&G surveys is recognized as a complement to Alaska Fisheries Science Center (AFSC) surveys in several important ways. First, the ADF&G surveys occur annually and may capture short-term trends in fish abundance better than the AFSC biennial and triennial time series. Secondly, the ADF&G surveys are focused in bays, inlets, and other nearshore areas; whereas, the AFSC survey is focused on the GOA shelf and upper slope regions. Nearshore sampling should provide a better index of recruitment for some species than is now available from the AFSC survey. This survey is conducted every year, the information that is gathered is a continuation of previous years of research and is utilized by AFSC staff to provide a better index of recruitment of some species than is now available from the AFSC survey. These efforts provide the needed continuation of time-series data and the full range of areas covered that otherwise not be collected by the vendor. This notice represents the only official notice. This notice of intent is not a request for competitive proposals and no solicitation package is available. It is the Government's belief that only the ADF&G can complete the work and provide the deliverables under this contract. However, interested firms or individuals may identify their interest and capability to respond to the requirement by submitting in writing their name and information to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government.
