- Description
- The Army Contracting Command (ACC), Aberdeen Proving Ground (APG), Research Triangle Park (RTP) Division, intends to enter into a contract with Intevac Photonics, Inc. (Intevac), 3560 Bassett St, Santa Clara, CA 95054-2704, pursuant to FAR Part 6.302-1, Only One Responsible Source. The Government has a requirement to support the formulation, design, development, fabrication, integration, verification, operation, data analysis and validation of an advanced digital low light imaging module capable of meeting the performance required of existing analog based image tube technology. Key components to this requirement exist; however, the Government does not have/own the proprietary rights to these components, including The Electron Bombarded Active Pixel Sensor (EBAPS), which is necessary to fulfill this requirement. The associated North American Industry Classification System code for this procurement is 333314 (Optical Instrument and Lens Manufacturing). This notice of intent is not a Request for Proposals, nor does it represent a commitment by government to pay for any costs incurred by the preparation and submission of data or any other costs incurred in response to this notification and currently no solicitation document is available. Interested parties must submit a capability statement for the purpose of determining whether to initiate a competitive procurement. All responsible sources may respond by submitting a written narrative statement of capability (10 page maximum) within 45 days of date of notice by COB (4:30PM) September 3, 2015, to Emily Hobbs, Contracting Officer and Emily Schulte, Contract Specialist, at the email addresses listed below for consideration by the agency. Responses shall also include itemized pricing that is sufficient to make a determination that competition is feasible. Failure to provide the required information to enable the Government to make a determination may render the response unacceptable. The Government is not using the policies contained in Part 12, Acquisition of Commercial Items; however, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 45 days of this notice. The Government reserves the right to process this procurement as an Only One Responsible Source, pursuant to FAR Part 6.302-1, based on the responses received.
