Description
Request For Information (RFI): This is not a solicitation. No contract award will be made as a result of this request. This request is for informational purposes only. Information herein is based on the best information available at the time of publication, is subject to revision, and is not binding upon the government. This RFI neither constitutes a Request for Proposal (RFP) or invitation for Bid (IFB). This RFI should not be construed as a commitment by the Government for any purpose. All interested parties are encouraged to respond to this RFI. The Government WILL NOT PAY for information and/or materials received in response to this RFI, is in no way obligated by the information received, nor will the government compensate the respondent for any cost incurred in developing information for the government. The Government will not release any information marked with a Proprietary legend, received in response to this RFI, to any firm, agency, or individual outside the Government without written permission from the respondent. Purpose: The purpose of the proposed requirement is to utilize a Service-Disabled, Veteran-Owned Small Business (SDVOSB) to obtain administrative, management, and analytical services for the Office of the Administrative Assistant (OAA) to the Secretary of the Army in conjunction with Headquarters, Department of the Army (HQDA) manpower reductions and other HQDA human resources cost saving programs. This is a commercial procurement. The Performance Work Statement is performance based is attached as a DRAFT. A single-award, indefinite delivery/indefinite quantity (IDIQ), task order type contract is anticipated to a Service-Disabled, Veteran-Owned Small Business (SDVOSB) in which firm fixed price (FFP) task orders will be issued. FFP type delivery orders are warranted as the requirements will be well defined on the task-order level and therefore justify the use of this type of contract. The anticipated NAICS code is 541612 (Human Resource Consulting Services), and the FSC is R431 (Support - Professional: Human Resources). The resultant contract is expected to be awarded to a Service-Disabled, Veteran-Owned Small Business (SDVOSB) as a single-award, indefinite delivery/indefinite quantity (IDIQ), task order type contract in which firm fixed price (FFP) task orders will be issued. The estimated ordering period will be thirty-six (36) months. All services are to be performed at Building 1458, Fort Belvoir, VA and other DC metro locations. Background: The Office of the Administrative Assistant (OAA) to the Secretary of the Army has been tasked by the Secretary of the Army and Undersecretary of the Army to oversee the administration of manpower reductions and other HQDA human resources cost saving programs in Headquarters, Department of the Army. This a new effort and there will be no incumbents. Request that interested Service-Disabled, Veteran-Owned Small Business (SDVOSB) vendors provide a written response to this RFI no later than 10:00 a.m. EDT 23 July 2015 to Army Contracting Command- Aberdeen Proving Ground ATTN: Contract Specialist, Elizabeth Nordell at: elizabeth.m.nordell.civ@mail.mil. Responses should not exceed 20 pages one-sided or 10 pages double-sided. No physical or quote mark hard quote mark copies will be accepted as a result of this request. Service-Disabled, Veteran-Owned Small Business (SDVOSB) respondents are requested to: 1)Provide evidence of interest and ability in performing the requirements as out outlined in the draft PWS attached. 2)Provide demonstrated knowledge and experience with the following processes and systems: Defense Civilian Personnel Data System (DCPDS); General Fund Enterprise Business System (GFEBS); Financial Management System Web (FMSWEB); Force Readiness Reporting (FR2); HQDA Case Management Tracking System; HQDA Hiring Exception Report Database and Process; Planning, Programming, Budgeting and Execution (PPBE) Portal; Program Optimization and Budget Execution (PROBE); and, Auto Nature of Action (AutoNOA) system. 3) Clearly indicate their interest in submitting a proposal to an eventual Request For Proposals, if any, as a Prime. Task Order level requirements will require demonstrated knowledge and experience listed in questions 4 through 10 below, therefore, please provide a response to the following: 4) Demonstrated knowledge and experience with ongoing Headquarters, Department of the Army civilian strength reduction initiatives. 5) Demonstrated knowledge of HQDA administrative and staff procedures, as well as experience working with Senior Leaders, Mission Support Offices and other stakeholders throughout the HQDA. 6) Demonstrated knowledge and experience with Army civilian personnel process and procedures. 7) Demonstrated experience managing long-term workers' compensation claims under the Federal Employees' Compensation Act (FECA) resulting in significant cost savings to the government and/or returning claimants to work from the long term FECA Rolls. 8) Demonstrated experience in identifying, analyzing and providing fact-finding services for suspected FECA fraud cases. 9) Demonstrated experience in analyzing workers' compensation chargeback reports in the Defense Injury and Unemployment Compensation System (DIUCS) 10) Demonstrated knowledge and experience working with each of the following processes and systems: Defense Civilian Personnel Data System (DCPDS) General Fund Enterprise Business System (GFEBS) Financial Management System Web (FMSWEB) Force Readiness Reporting System (FR2) Auto Nature of Action (AutoNOA) system Defense Injury and Unemployment Compensation System (DIUCS) Each response must reference this notice.
