- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Requisition Number W81EWF51521341 is being issued as a request for quotes (RFQ) with intent to award as a simplified acquisition. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2005-83. This requirement is 100% set-aside for Small Businesses under NAICS Code 334516 with employees not exceeding 500. The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) needs to purchase a Total Organic Carbon (TOC) Analyzer. This will be delivered FOB destination to the Engineer Research and Development Center, 3909 Halls Ferry Road, Vicksburg, MS 39180-6199. Requirements are given below: REQUIREMENTS: The general requirement for this effort is a TOC Analyzer with a sample injection system and a cell switching valve set for high sensitivity. This is for a complete and operational system, including, but not limited to: autosampler, 40Ml Rack Set, computer and software, and other associated peripherals required for operation and analysis. Specific requirements and metrics are listed below: The TOC Analyzer must meet the following specifications: - The instrument is required to be compatible with EPC laboratory information management system (LIMS) which operates Element software. - The system must be compatible with the RDE network which requires that the operating system be Windows 7 or newer. - The system must contain an autosampler capable of holding more than 50 40mL vials (or more than 80 24 or 9 mL vials). - The system must be capable of combustion catalytic oxidation with a measurement range from 50 g/L to 25,000 mg/L. - The system must also be capable of measuring Total Carbon (TC), Total Inorganic Carbon (TIC) and Total Organic Carbon (TOC). - The system ideally should be field upgradable to include a TOC solids unit.
