Description
The USDA NRCS in Mississippi is preparing to issue a solicitation for work authorized under the Emergency Watershed Protection Program due to severe storms and tornadoes on December 23, 2014, to relieve imminent hazards to life and property. The solicitation will be a total small business set aside. Interested contractors must be registered as Active, and must complete the annual representation and certifications electronically via the System for Award Management (SAM) at http://www.sam.gov in order to be eligible for award. All necessary permits and land rights have been acquired. A firm fixed price construction contract is anticipated under Simplified Acquisition Procedures. FAR Part 13 and 36 apply. As such, a bid bond is not required and there will be no formal bid opening. A Request for Quotes is being solicited. Award will be made to the lowest priced, responsible offeror. The project shall consist of the protection of two separate concrete culvert boxes and various utility lines in the vicinity of these boxes. The boxes will be protected on the downstream ends with rock riprap shaped along the banks and channel bottom for approximately 30 feet downstream. The rock riprap will be grouted for the upper 20 feet of each site to transition from the box apron to the creek bottom elevations. Site 1 will have an 80 foot channeled rock inlet flowing into the main channel rock to further protect the road and utilities along the road. Site 2 is located on the East side of the Columbia, MS city limits at the approximate coordinates of N 31° 15' 5", W 89° 47' 46" along Broad Street. Site 1 is approximately 500 feet East of Site 2 along Broad Street." An alternative form of payment protection, either a Payment Bond (SF-25-A) or irrevocable letter of credit (ILC), in the amount of 100% will be required within 5 calendar days of award of contract. The location of the work sites will be within the flooded areas and as described in the solicitations. All necessary permits and land rights have been acquired. The solicitation package, construction drawings and specifications will be posted and available from this site on July 31, 2015. Requests for Quotes, under Simplified Acquisition procedures will be due on or about August 13, 2015. A site showing to review the site is being planned for Tuesday, August 4, 2015 at 10 a.m., the details of which will be specified in the solicitation package. Price Range is between $25,000 and $100,000.
