- DRAFT SOW HSTS03-15-R-CIO007 THIS IS NOT A FORMAL REQUEST FOR PROPOSAL (RFP) AND DOES NOT COMMIT THE TRANSPORTATION SECURITY ADMINISTRATION TO AWARD AN INDEFINITE DELIVERY INDEFINITE QUANTITY CONTRACT NOW OR IN THE FUTURE NOTICE IN ACCORDANCE WITH FAR 5.204 FOR NETWORK EQUIPMENT AND SUPPORT. THIS WILL SERVE AS A PRE-SOLICITATION. The Transportation Security Administration is contemplating the release of a solicitation for a single award IDIQ. The draft Statement of Work is provided in order to facilitate your understanding of the requirements, alert industry of an upcoming RFP release and, request feedback from industry regarding the ability from certified HUBZone small business to provide the contents of the draft SOW. This acquisition is for commercial services. Pursuant to FAR 19.13, this acquisition is a HUBZone Small Business set-aside. The North American Industry Classification System (NAICS) code for this acquisition is 541519 - Other Computer Related Services. Footnote 18 (Except, Information Technology Value Added Resellers) applies to this acquisition. Footnote 18 : NAICS code 541519 - An Information Technology Value Added Reseller provides a total solution to information technology acquisitions by providing multi-vendor hardware and software along with significant services. Significant value added services consist of, but are not limited to, configuration consulting and design, systems integration, installation of multi-vendor computer equipment, customization of hardware or software, training, product technical support, maintenance, and end user support. For purposes of Government procurement, an information technology procurement classified under this industry category must consist of at least 15% and not more than 50% of value added services as measured by the total price less the cost of information technology hardware, computer software, and profit. If the contract consists of less than 15% of value added services, then it must be classified under a NAICS manufacturing industry. If the contract consists of more than 50% of value added services, then it must be classified under the NAICS industry that best describes the predominate service of the procurement. To qualify as an Information Technology Value Added Reseller for purposes of SBA assistance, other than for Government procurement, a concern must be primarily engaged in providing information technology equipment and computer software and provide value added services which account for at least 15% of its receipts but not more than 50% of its receipts. ALL INFORMATION PRESENTED IN THE ATTACHED SOW IS DRAFT IN NATURE (SUBJECT TO FURTHER REVISION) AND DOES NOT REPRESENT A FINAL STATEMENT OF REQUIREMENTS. AT THIS TIME, TSA IS REQUESTING INDUSTRY COMMENT/QUESTIONS ONLY. All responsible sources considered HUBZone Small Business under this NAICS code are eligible to respond to this solicitation. The Transportation Security Administration intends to award a firm fixed price IDIQ contract with a total period of performance of ten (10) years (base + options) as well as a possible extension of performance not to exceed six months on a competitive basis to one responsive and responsible Offeror. The Offerors shall be considered responsible as defined within the meaning of FAR 9.104-1. TSA is seeking the following information: 1. Your firm's socio economic status. 2. What areas of the SOW do you recommend that the Government provide additional detail; what specific detail is recommended? Are the technical requirements restrictive to a particular manufacturer's named product? 3. What questions would you need answered in order to prepare a proposal? The response to this notice is limited to three (3) double-sided pages including all attachments, charts, tables, etc. (single-spaced, 11 point font minimum excluding charts and graphics). The first page of the response should clearly indicate the following: 1. Business name 2. NAICS code 3. Point of contact 4. Business Address All responses to this RFI shall be submitted electronically (via e-mail) to Sophie Campbell, Contract Specialist, at Sophie.Campbell@tsa.dhs.gov. Responses are due no later than 12:00 p.m. local time (Washington, DC) on July 22, 2015. Responses received after this date and time may not be considered. It is anticipated that the RFP will be issued on or before July 30, 2015 via modification and uploaded to this Pre-Solicitation Notice. The anticipated award date is on or before September 30, 2015. Potential Offerors are hereby notified that future information about this acquisition, including the solicitation and subsequent amendments will only be available on the Federal Business Opportunities website www.fbo.gov. Interested parties are responsible for monitoring the FedBizOpps website to assure that they have the most up-to-date information about this acquisition.
