- Sole Source Justification This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation F2ETG15174A101 is a Request For Quotation (RFQ). This announcement will be issued as a combined synopsis/solicitation. This requirement is a sole source. The anticipated award will be a Firm Fixed Price Contract, the award will be made based on the lowest price technically acceptable. The solicitation shall incorporate provisions and clauses that are in effect through Federal Acquisition Circular FAC 2005- 83 July 2, 2015. The North American Industry Classification System (NAICS) code is 33 2439. The SB size standard for this code is 500 employees. CLIN 0001- Part Number Q746TSRF, Container Defender Mod Per Squadron RF Enclosure Specifications. QTY: 1 Each CLIN 0002- Part Number Q746DOLLY, Dolly for Customized RF Enclosure. QTY: 1 Each Manufacturer : Skydyne Company Specifications for RF Enclosure: - To provide a suitable and effective RF shielded test environment having the following: -- An enclosed T&E workspace shielded from external RF signals (acts as a Faraday cage). *-- Constructed of conductive metal, with corrosion protection and painted *-- Possess a minimum interior horizontal test workspace of 4' x 2' W x D and 1.6' height to accommodate test requirements of most navigation and guidance systems and the use of moderate or high performance RF absorber surround. *-- Allow a maximum interior test workspace as large as 5.5' x 2.5' x 2' W x D x H using thinner, lower performance RF absorber as required to accommodate larger systems under test (SUT). *-- Maximum exterior enclosure dimensions of <= 82" x 38" x 30.75 " W x D x H, (absolute on H) *--- full size entry Lid desired as a one piece clam-shell, tucked edges 4" below top surface form joint, with continuously-formed multi-angled RF groove for joint seal - welded corners only. *-- Be adaptable to allow varying the internal SUT setup geometry and absorber configuration to support an array of SUT testing requirements. -- Be mobile/transportable to bring the test environment to a lab or operational user location -- Accommodate use of various types of moderate to high performance RF absorbers. *-- Possess the ability to operate the enclosure in a lengthwise-horizontal workspace orientation with access door on top of the RF enclosure workspace. -- Provide a workspace access door at least as large as the workspace itself for safe SUT handling and operational suitability by allowing unimpeded operator access to the full interior test workspace, not limited through a small entry access point. A full size clamshell access door is highly desired. *-- Lid/door critical joint must have at least two (three desired) electrically conductive RF gasket seals for redundancy and effectiveness against single point failures to prevent outside RF interference. *-- Lid/Door critical joint shall employ a non-parallel double angle, or tongue and groove (T&G) type joint, arrangement extending no more than 1.75 inches into the workspace. *- -Will have a minimum of two conductive RF gasket seals such that they are not in the same plane to ensure seal effectiveness, reduce closing compression forces required and meet longevity and user suitability needs. Ability to employ three gaskets on separate planes is desired. *-- T&G alignment tolerance; tongue shall be centered in groove to +/- 1/16" around perimeter. *-- Hinges and lid shall have durability to effectively maintain joint alignment over years of use. *-- HD adjustable/removable feet on bottom and feet of same pattern on back-side +-- Employ Lid/door closing guides to sustain tongue and groove joint alignment position when closed and to manage misalignment stress forces during transport operations and mishandling. +-- Have 2 to 5 locking clasps to control RF joint and seal compression in closed position *-- Gas strut/Supports to lid/Door shall not be in or interfere with the RF test workspace. -- Add appropriate number and orientation of stiffening rib in enclosure skin (TBD) *-- Geometry of Lid/door support strut forces shall not degrade proper joint alignment or effectiveness of critical RF seal over long term operational use. *-- Enclosure shall have two recessed, removable, adaptable and reconfigurable pass-through panels, 8" x 12" in size, to accommodate all data/signals cables and air flow vents, and be easily replaceable as requirements may dictate. *-- Enclosure shall have adaptable, removable vertical end panels to partition the RF workspace from the utility space containing the lid gas strut supports and the pass-through panel/cabling. *-- enclosure shall have a 'false' floor, at ~2.5" height, for adaptable routing of data and signal cables to meet specific SUT requirements. Floor panel will have adaptable access door into test-space. *-- Weight of lid/door shall be supported for ease of operation and controlled opening/closing. Forces produced by the support strut must not cause lid/door joint misalignment. +-- Weight of entire enclosure must not to exceed a maximum of 250 Lbs. *-- Enclosure shall be transportable in 746 TS test support vans and have at least one handle at each corner to facilitate safe movement and handling. *-- Have suitable mobility dolly, approximately 72" long, 30" wide, 8-9" high providing a height of access to the workspace of 34-36" to optimize workspace utility and suitability to the users. *-- Dolly design shall have HD 6" locking casters and securely support enclosure in upright and on-back position for routine movements and be attached as an integral unit of the RF enclosure during transport operations to other test locations and designed to accommodate use of a fork lift. All items shall be delivered FOB Destination to Holloman AFB, NM 88330. PROVISIONS/CLAUSES: This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005- 83 July 2, 2015. As used in this clause- "Department of Defense Activity Address Code (DoDAAC)" is a six position code that uniquely identifies a unit, activity, or organization. "Local processing office (LPO)" is the office responsible for payment certification when payment certification is done external to the entitlement system. (b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports. (c) WAWF access. To access WAWF, the Contractor shall- (1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov ; and (2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site. (d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the "Web Based Training" link on the WAWF home page at https://wawf.eb.mil/ (e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol. (f) WAWF payment instructions. The Contractor must use the following information when submitting payment requests and receiving reports in WAWF for this contract/order: (1) Document type.
