- THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOTATION. The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis with Leadscope, Inc., Columbus, OH 43215, pursuant to 41 U.S.C.3304(a)(1) as set forth in FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. This request is to renew the annual licenses for the following: Leadscope Hosted for 1 concurrent user, Leadscope Toxicity Database, Leadscope Predictive Data Miner, FDA SAR Genetox database, FDA SAR Carcinogenicity database, FDA CFSAN Chronic database, FDA CDER Chronic database, FDA CFSAN Repro-Developmental database, and Leadscope Database Builder. The license term is for one-year. Leadscope incorporates several unique software capabilities and data access tools that are critical in analyzing chemical toxicity data for predictive toxicology. These licenses provide highly sophisticated chemoinformatics and predictive toxicology software that can be used to analyze large complex datasets like those generated in the National Toxicology Program (NTP). Leadscope has developed a chemo-informatics software application that provides seamless access to NTP's research data. The software incorporates chemically based data mining, visualization and advanced informatics techniques (prediction tools, scaffold generators, etc.). The Leadscope platform, coupled with our internal HTS data on 10000 compounds provides a comprehensive in silico discovery solution to analysis and visualization of NTP data. FDA is a critical partner in the Tox21 predictive toxicology program. Thus, there is a critical need to be able to use FDA-specific predictive models (e.g., FDA SAR Genetox database, the FDA CFSAN and CDER chronic database, the FDA CFSAN repro-developmental database) that the Leadscope software platform uniquely offers. These tools are required as part of the NTP chemical nomination process. This notice of intent is not a request for competitive proposals; however, all responses received within 8 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 8 days of this notice to determine whether a qualified source is more advantageous to the Government, the order will be issued to Leadscope, Inc. NAICS Code/Size is 511210/$35.5 Million. Award is subject to approval of Justification for Other than Full and Open Competition. This procurement is to be processed using FAR Part 13 Simplified Acquisition Procedures in conjunction with FAR Part 12 Commercial Item Acquisition of Commercial Items.
