Description
NASA/GSFC has a requirement for a circular metal deposition equipment for applying multiple metal layers onto fiber optic cables with diameters of 125 microns up to 1.5 millimeters. Equipment will provide sputter deposition from a circular cathode or other ring-type source (sometimes referred to as hollow cathode or inverted cathode). The ring cathode sources are desired for uniform coating from all directions and effective metal target utilization. Equipment can be stand-alone or housed in an existing GSFC vacuum chamber. Current solicitation is for a two cathode system (to deposit two metals without breaking vacuum), but system should be expandable to additional "rings". NASA/GSFC intends to purchase the items from Kurt J. Lesker Company pursuant to Far 13.106 for the acquisition of supplies or services determine to be reasonably available from one source. There are no other known manufacturers that produce metal deposition and sputtering equipment that feature the ring deposition sources, which is critical to this application to apply a uniform coating around circular objects without complicated mechanical vacuum stages and with comparable target utilization. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may their capabilities and qualifications to perform the effort in writing by e-mail to Dorothy.s.baskin@nasa.gov the identified point of contact not later than 3:30 p.m. local time on Thursday, July 24, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications ARE NOT acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
