- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-82. The combined synopsis/solicitation number is W91ZLK-15-T-0261 used as a request for proposal (RFP The requirement is under the associated North America Industry Classification System (NAICS) Code 423490 Other Professional Equipment & Supplies Merchant Wholesalers and the Business Size Standard is 500. The Government contemplates award of a Firm-Fixed Price contract, Lowest Price Technically Acceptable (LPTA) under FAR Part 12, Acquisition of Commercial Items. The U.S. Army Contracting Command, Aberdeen Installation Contracting Division, Aberdeen Proving Ground, Maryland intends to issue a Competitive quote mark Small Business quote mark award. This requirement is a Total Small Business Set Aside. Contractor shall specify items being proposed in accordance with 52.211-6 Brand Name or Equal (Aug 1999). Brand Name only items are indicated with in the attached supply list (Attachment#1). NOTE: To Offerors: Offers shall note the lead time or approximate delivery date for items offered. This requirement includes a delivery of 30 calendar days after date of contract award (ADC). Acceptance and inspection shall be at Destination. Final completion/destination shall be at US Army Edgewood Chemical Biological Center (ECBC), Aberdeen Proving Ground, and Maryland 21010. Description of the Requirements: This requirement is for laboratory supplies and consumables in support of the Edgewood Chemical Biological Center (ECBC), Environmental Biological Monitory Laboratory, Aberdeen Proving Ground, Maryland. The items being acquired are routine supplies and consumables for daily laboratory testing. The Brand Name items are specifically for use to support with laboratory testing on specific price of equipment or procedure and, therefore, are not interchangeable item. The listing of laboratory consumables is outlined in the supply list (Attachment#1). NO TELEPHONE INQUIRES WILL BE HONORED Instructions to Offerors: Offerors shall submit price proposals in accordance with the listing of laboratory consumable items in Attachment 1. Partial quotes will not be evaluated by the Government. Award will be made on the basis of the lowest evaluated price proposal meeting or exceeding the acceptability standards for non-cost factors in accordance with FAR 15.101-2. 52.212-1 Instruction to Offerors Commercial Items/Services This clause applies in its entirety and there are currently no addenda to the provision. The technical evaluation will be a determination based on information furnished by the vendor in the submitted proposals.
