Description
This is a Sources Sought Notice. In preparation for an upcoming procurement, the National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division (ERAD), Norfolk, VA, on behalf of the Office of Marine and Aviation Operations (OMAO), is conducting market research to determine potential sources to provide one complete split bearing line shaft bearing (housing and bearing assembly), Cooper model number 01 BCP 400MM EX SRS TE OILK LUB, with an option to provide up to four more (up to two more each year in FY16 and FY17), and one spare bearing assembly (cartridge, bearing and seals), Cooper model number 01 BCP 400MM EX, on a brand name or equivalent basis in accordance with the following salient characteristics: Characteristics Description Size To fit a 400 mm diameter shaft Housing Pedestal Type Type Self-aligning, expansion type Bearing Type Roller type with split inner and outer races to allow for bearing removal/replacement without pulling the shaft Shaft Speed Bearing must be suitable for a shaft speed of 150 RPM (maximum) in forward and reverse directions Lubrication Oil Bearing Load The maximum allowable static bearing load based on projected area may exceed 515 kPa Seals Suitable for wet (splash) applications Certification ABS approved and certified Temperature Monitoring Bearing housing to be drilled and tapped for the insertion of a stainless steel thermo well and RTD (temperature probe). RTD shall display the bearing temperature (contractor is not required to provide thermo well Temperature Monitoring Bearing housing to be drilled and tapped for the insertion of a local thermometer on the starboard side of the housing as viewed from the aft end of the bearing housing looking forward. Thermometer shall display the bearing temperature Temperature Monitoring Bearing housing to be drilled and tapped for the insertion of a local thermometer on the starboard side of the housing as viewed from the aft end of the bearing housing looking forward. Thermometer shall display the bearing sump oil temperature Drain Install a drain hole at the bottom of the bearing housing to allow for the complete draining of the oil in the bearing housing. Provide drain plug. Vent The bearing housing must have an oil vent assembly to prevent pressurization of the bearing housing Sight Glass Drill and tap for an oil sight glass. Provide oil sight glass Use Suitable for shipboard marine main propulsion applications (interior space) Documents Provide electronic tech manuals with full parts breakdown and ABS certification Packaging The spare bearing assembly and each complete bearing shall be specially packaged for long term storage such as desiccant/vacuum packed or petroleum tape and heavy duty box The applicable North American Industrial Classification System (NAICS) code is 332991, Ball and Roller Bearing Manufacturing. The small business size standard for this NAICS code is 750 employees. The non-manufacturer rule is not applicable to this requirement. Although class waivers exist for some items under NAICS 332991, at this time the Small Business Administration has not approved a class waiver for the specific Product Service Code (PSC) and NAICS Code Descriptor currently in effect. All types of business concerns, large businesses, small businesses, and nonprofit and educational institutions are encouraged to submit a brief, typed Capability Statement in response to this sources sought announcement, demonstrating their capability to provide split line shaft bearings meeting the requirements stated herein. The brand name product specified herein reflects the characteristics and level of quality that will satisfy the Government's needs; therefore, items proposed that are other than the brand name product specified herein must conform to the salient characteristics specified herein. Standard brochures will not be considered a sufficient response to this notice. Vendors shall assume that the Government has no prior knowledge of their capabilities. Submitted Capability Statements shall include the following: (1) Company name and address (2) DUNS number (3) Type of business (e.g., large business, small business, 8(a), veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and/or women owned small business) as validated via the System for Award Management (SAM) (4) Company point of contact - name, phone, and e-mail address (5) Demonstrate capabilities to provide split line shaft bearings conforming to the salient characteristics stated herein. (6) Any other information that demonstrates experience/capability to provide the products described, herein. This is not a request for technical or cost proposals. Interested sources shall submit an electronic copy of their Capability Statement to Michelle Blake, Contract Specialist, via email at Michelle.Blake@noaa.gov no later than noon local time (Norfolk, VA) on July 28, 2015. Responses to the Sources Sought announcement are not offers and cannot be accepted by NOAA to form a binding contract. Information received will be considered solely to make an informed decision regarding a potential procurement. Capability Statements will not be returned. Any questions or responses to this Sources Sought announcement shall be directed to Michelle Blake via the email address above. No reimbursement for costs will be made associated with providing information in response to this sources sought announcement or follow-up information requests, if applicable.
