- Attachment 1 to Section J - Wage Determination for New Hampshire. Request for Proposals for CRREL Electrical Services This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The attached solicitation document and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-82. Please find the attached formal request for proposals (RFP). This procurement is 100% small business set-aside. The solicitation number for this RFP is W913E5-15-R-0006. The associated North American Industry Classification System (NAICS) code is 238210 - Electrical Contractors and Other Wiring Installation Contractors, which has a size standard of $15,000,000. The U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) has a requirement for electrical services at its Hanover, NH facility. This RFP will result in the award of a REQUIREMENTS CONTRACT for one (1) base year and four (4) option years. The contractor shall provide services and incidental materials necessary to accomplish the tasks described in Section C, Performance Work Statement (PWS). Evaluation Factors: Technical capability to meet the government's requirements; price. Proposals will be evaluated based on the aggregate of priced labor rates for each labor type and year of performance listed in the Section B pricing schedule. The offeror's whose proposal has the lowest overall evaluated labor rates, and whose proposal is also technically acceptable, will be selected for contract award. Technical Capability: Proposals must demonstrate at least two (2) years of experience working on electrical items with varying voltage from 13.2KV to 208/120 Volts, and the ability to provide or a licensed electrical Journeyman (see PWS) with such skills. Demonstration could mean a list of jobs in all areas for electrical work between stated voltages, pictures of projects, references with contact information, or letters of recommendation. Performance Schedule/Response Time: The proposal must demonstrate the offeror's ability to adhere to the performance schedule and response times indicated in Section G of the RFP. Identifying how the offeror is capable of meeting these deadlines is highly recommended. Pricing: The proposal must include all items listed in the pricing table in Section B of the attached RFP. Incomplete proposals will be non-responsive and will not be considered for award. The fixed prices, if deemed fair and reasonable by the Government, will be become part of the resulting contract. All subsequent Requests for Quote (RFQ) issued against the base contract shall only quote incorporate the applicable fully burdened fixed labor rate that is identified in the pricing table in Section B. Incidental material prices will be determined via contractor site visit and subsequent quotation.
