Renovation, Sustainment & Repair of B516 (RQLH092010) Category: Y- Construction of POC SMSgt Janice M. Hills FBO TITLE: Z--PRE-SOLICITATION SYNOPSIS, SMALL BUSINESS SET-ASIDE SOLICITATION FOR Purpose: The purpose of this Pre-Solicitation Synopsis/Special Notice is to provide a DRAFT copy of the Solicitation, in accordance with FAR 15.201 Exchanges with industry before receipt of proposals. The Contract Specialist has attached a DRAFT copy of the solicitation for INFORMATIONAL PURPOSES ONLY. PLEASE DO NOT SUBMIT PROPOSAL. This is a DRAFT ONLY. Questions concerning the DRAFT solicitation will be accepted until Friday, 24 July 2015 at 1:30 P.M. Central Standard Time. Please e-mail questions to SMSgt Janice Hills, Contract Specialist at Janice.m.hills.mil@mail.mil. No phone calls will be accepted. Answers/Responses to all questions received prior to 24 July 2015 will be attached to the official solicitation. Continue to monitor Government Points of Entry for posting of the official solicitation. Description: The general scope of the work requires the Offeror to provide Place of Performance: NASJRB, 400 Russell Avenue, Bldg. 516, New Orleans Louisiana 70143 Sole Source/Competitive Acquisition: This Procurement is a 100% Small Business Set-Aside Acquisition. Proposals are solicited from Small Business Concerns only. Proposals received from concerns that are not Small Business shall be considered nonresponsive and will be rejected. Being that this requirement is issued as a 100% Total Small Business Set-Aside in accordance with FAR 19.501, FAR 52.219-14 Limitations on Subcontracting will apply. The clause requires that the Small Business Concern perform at least 25 percent (25%) of the cost of the contract, not including the cost of materials, with its own employees. Contract Type: The Government intends to award a single Firm Fixed Price (FFP) contract. All bidders are advised that this project may be delayed, cancelled or revised at any time during the solicitation, selection, evaluation, negotiation and/or final award process. North American Industry Classification System Code: 236220, Size Standard: $35,500,000.00. Magnitude of Construction: Between $1,000,000.00 and $5,000,000.00. Contract Period of Performance: 240 Calendar Days Evaluation of Offers: Lowest Price Technically Acceptable (LPTA) procedures in accordance with FAR 15.101-2. Downloading the Solicitation: The specifications, draft solicitation, final solicitation, and any documents related to this this Request for Proposals (RFP) will be posted on www.fbo.gov. It is anticipated that the solicitation will be issued electronically on or about 31 July 2015, on Federal Business Opportunities (FBO) website https://www.fbo.gov, with a proposal due date tentatively scheduled for 30 August 2015 at 1400 CST. Additionally, all amendments, questions/answers and other information pertaining to the solicitation will be posted at FBO. No paper copies of the solicitation will be provided. After the solicitation is posted, it is the Offeror's responsibility to check www.fbo.gov frequently for any amendments or changes to the solicitation. Plans and specifications will not be provided in hard paper copy. NOTE: The Government is not responsible for any loss of internet connectivity or for an Offeror's inability to access the documents posted at the referenced website. If you would like to list your firm so that others can see you are an interested vendor, you must click the Add Me to Interested Vendors button in the listing for this solicitation on www.fbo.gov Contract Award Evaluation Criteria: Listed below are the contract award evaluation criteria for this project based on the Lowest Price Technical Acceptable (LPTA) proposal: a. Technical Proposal Evaluation. The technical proposal evaluation factors will be rated on a GO and or NO GO basis as specified in the solicitation and all factors to be evaluated without exception. b. Price Proposal Evaluation. The price proposal will be analyzed for reasonableness and balanced pricing among the contract line items (CLINs). Price may also be analyzed to determine whether it is realistic for the work to be performed and reflects a clear understanding of the Government requirements. c. Source Selection Decision. The contract award will go to the lowest priced Offeror who submits a technical proposal that is otherwise technically acceptable (GO) when reviewed against all of the factors outlined in the solicitation. NOTE: In accordance with FAR 4.1102 and FAR 52.204-7, entitled quote mark System for Award Management quote mark, Prospective contractors shall be registered in System for Award Management (SAM) database prior to award of a contract. It is recommended that Contractors register immediately at https://www.sam.gov in order to be eligible for a timely award. A Pre-Proposal Conference/Site Visit is tentatively scheduled for 22 July 2015 and interested parties are instructed to refer to the solicitation for instructions on attending the site visit. At the time of the Pre-Proposal Conference/Site Visit Civil Engineering will provide copies of the disk containing the proposed project drawings. Those Contractors not in attendance at the Pre-Proposal Conference/Site Visit can request a copy of this disk by providing a proper mailing address. NOTES: (1) The solicitation, specifications and drawings will be available on the website on or about 12 July 2015, at the www.fbo.gov website. (2) Hard Copies of the solicitation will NOT be provided. However, you may download and print the file from the website. (3) There is no fee for this solicitation. (4) A registration page is attached to the FBO website. You are not required to register. However, when you register you will receive notice of any amendments and/or addendums that may be issued to the solicitation. If you have not registered, it will be your responsibility to check the website for any changes to the solicitation. (5) Contractors that are Debarred, Suspended, or Proposed for Debarment are excluded from receiving contracts. Agencies also shall not consent to subcontract with such contractors. Proposals prepared by Debarred, Suspended, or otherwise ineligible contractors are at the risk of expense of the contractor. (6) In accordance with DFARS 252.209-7999, award will not be made to any contractor that has a delinquent tax liability or a felony conviction within the preceding 24 months.
