- Sole Source Justification (SSJ) This J&A is being posted in compliance with FAR 13.501(a)(1)(iii),within 14 days after awarding a contract exceeding the simplified acquisition threshold supported by a sole source justification. On July 14, 2015, The National Institute of Allergy and Infectious Diseases issued a purchase order to Zayo Group, LLC under HHSN272201500700P. This purchase order was issued under the authority of 41 U.S.C. 1901(e)(2), as implemented by FAR 13.106-1(b) and FAR 13.501(a), only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized for the justification. The justification document is provided in the attached package.
