- Brand Name Justification Applicable Clauses and Provisions This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. See restrictions below for brand name only, brand name justification is attached. The solicitation number is AG-3144-S-15-JT02 and shall be referenced on all quotes and is issued as a Request for Quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-83. All future information about this acquisition including solicitation amendments will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. This is a total small business set-aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 511210, Software Publishers, with a small business size standard of $38.5M. Interested parties are required to submit quotes by the closing date and time identified within this posting. The Government plans to award a single Firm Fixed Price contract. Quotes will be evaluated and award issued to the vendor that meets the brand name requirement and provides the best value to the Government based on evaluation factor(s) of: price. The following brand name only items are required: 1) PKard Pro for iOS: Qty: 300 2) PKard Pro Support/SUA (1 year): Qty: 400 (300 for line item 1 and 100 for existing software that currently does not have support/SUA) 3) PKard for Android: Qty: 100 4) PKard for Android Support/SUA (1 year): Qty: 100 (for line item 3) For a quote to be considered responsive it must include, at a minimum, the following: 1) Product description, unit price, extended price; 2) DUNS Number; 3) Solicitation number; 4) Payment terms; 5) Completed, as applicable, Provisions contained in attached Provision/Clause document No physical delivery is expected, electronic delivery information will be to robert.meredith@ftc.usda.gov.
