- REQUEST FOR INFORMATION M67854-15-9MMBK CARTRIDGE 9MM BLANK MARKET RESEARCH REQUEST FOR INFORMATION (RFI). NO SOLICITATION DOCUMENT EXISTS. The following is an RFI. This synopsis is for information and planning purposes only and does not constitute a Request for Proposals (RFP). Responses to the RFI cannot be accepted by the Marine Corps to form a binding contract. This RFI discusses two requirements: 9mm Blank cartridges and training. Interested parties may respond to either one or both parts. DESCRIPTION 9MM BLANK CARTRIDGES: The Marine Corps Systems Command's Program Manager for Ammunition (PM Ammo) is conducting a market survey to determine the availability of a Cartridge, 9mm Blank, Single Round to determine if it can be used with the M9 Conversion Kit, NSN: 1005-01-457-4016 to meet the training requirements of the Marine Corps Working Dog (MWD) Program. The intent of this RFI is to identify potential sources for a 9mm Blank that will allow Military Police Officers (MP) to safely use their current service weapons and conversion kits. SPECIFICATION 9MM BLANK CARTRIDGES: The Cartridge, 9mm Blank round shall be a center fire cartridge interoperable with the M9 Service Pistol and the M9 Conversion Kit, NSN: 1005-01-457-4016 without any other auxiliary equipment or configuration changes to the weapon. When fired, the 9mm Blank shall be capable of decibel readings between 135+/-5 dB at 3 feet from the muzzle of the weapon. The blank round shall present no higher than medium risk as defined in MIL-STD-882E to the shooter, the MWD or observers when fired in confined spaces and at the minimum distance of 3 ft. from the muzzle. The cartridge must be capable of being stored at temperature extremes of -50 degrees Fahrenheit to +160 degrees Fahrenheit, and being operated between -25 degrees Fahrenheit and +125 degrees Fahrenheit. The Marine Corps will use the results of this announcement to determine what capabilities exist in the marketplace. DESCRIPTION OF TRAINING: The Marine Corps Systems Command's Program Manager for Ammunition (PM Ammo) is conducting a market survey to determine the availability of scenario based technical training of the principles of operation for the M9 weapon system with conversion kit and appropriate safety equipment with the Working Dog Program. Training locations will be CONUS and OCONUS. The Marine Corps will use the results of this announcement to determine what training capabilities exist in the marketplace. Scenario based Working Dog Program technical training shall consist of the principles of operation for the M9 weapon system with conversion kit and appropriate safety equipment. The training shall not introduce any equipment and ammunition that is not organic to the USMC. Only weapons, conversion kits, personal protective equipment (PPE) and ammunition available to the USMC shall be used in all training scenarios. Training locations may include Marine Corps Base (MCB) Camp Pendleton, CA; MCB 29 Palms, CA; MCB Camp Lejeune, NC; MCB Okinawa, Japan; MCB Hawaii; and MCB Quantico. Each scheduled training event shall be up to three (3) days in length and shall consist of three (3) stand-alone training days for a total of 150 students. Training shall be delivered to a maximum of fifty (50) students at a time and completed in one (1) day. The training day shall consist of two parts, 1) a morning classroom session of practical application training with the weapons, conversion kit, personal protective equipment (PPE) and ammunition (9mm Blank only), and 2) an afternoon session of active engagement in Working Dog team training to provide highly effective, realistic, safe scenario-based training for relevant situations. The vendor shall be responsible for all training materials and teaching aids. Subjects covered in the course shall include: Capabilities of the Cartridge, 9mm Blank; M9 Conversion Kit/Equipment Retrofit; Protective Equipment Requirements; Field Maintenance; and Safety Procedures. SUBMISSION INFORMATION: Responses to this RFI should not exceed twenty (20) pages and should be submitted within 30 days of this notice. Vendors responding to this RFI should submit a description of their training and cartridge capabilities along with Technology Readiness Level (TRL) if not a fielded system, sketches, drawings, specifications, brochures, and production capability. Vendors shall submit data that supports claims that their 9mm K9 Blank Cartridge design will conform to the M9 Pistol and M9 Conversion kit. Vendors' response shall concentrate on the marking cartridges and training only; this market survey is not intended to seek alternative conversion kits or safety equipment but rather 9mm Blank rounds that can be used with the USMC existing conversion kit and safety equipment. The North American Industry Classification System (NAICS) code for this effort is 332992, Small Arms Ammunition Manufacturing; the Small Business Size Standard is 1,000 full time employees. Firms shall indicate their business size based upon NAICs code 332992 and identify a corporate point of contact. Vendors responding to the training portion of this RFI should include a description of training materials and aids. The Government will not provide any government furnished material (GFM) or equipment (GFE) for this market survey NOTE: This is a Request For Information (RFI) and will be used for planning purposes only and does not constitute a Request for Proposal (RFP). There are no solicitation documents. Responses to the RFI cannot be accepted by the Marine Corps to form a binding contract. The Government will not pay or provide reimbursement for any costs incurred in the preparation or delivery of the request for information. Issuance of this notice does not constitute any obligation on the part of the Government to procure these items or to issue a solicitation. Any information that the vendor considers proprietary should be clearly marked as such. REQUESTED RESPONSE DATE: Responses to this RFI should be signed and dated.
