Description
The U.S. Department of Health and Human Services, National Institutes of Health, National Cancer Institute (NCI), Center for Cancer Research (CCR), Laboratory of Cellular and Molecular Biology (LCMB) has a requirement for six (6) diode lasers and laser merge for a Government-owned CSU-22 confocal system. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(a) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System code is 334516 and the business size standard is 500 employees. Only one award will be made as a result of the solicitation. This will be awarded as a firm fixed price type purchase order. THIS IS A TOTAL SMALL BUSINESS SET - ASIDE. It has been determined there are no opportunities to acquire green products or services for this procurement. TITLE Six (6) Diode Lasers and Laser Merge for a Government-Owned Spinning Disk Confocal Microscope System. BACKGROUND The LCMB requires improvement to the existing spinning disk microscope for experiments involving the observation of microscopic structures in both fixed and live cells. The LCMB is trying to elucidate the normal cellular mechanisms associated with cell polarization and signal transduction and their aberrations associated with neoplasias in humans and model systems. Particular emphasis has been placed on understanding signal transduction pathways required in T cell activation, the role of localized RNAs in cell polarization and cancer progression and signaling in chemotactic migration and metastasis. Projects are underway to determine the composition and time dependent changes in protein complexes formed during the activation of receptors in live cells, to understand the proteins and signals that control chemotaxis and to perform quantitative imaging of cell migration. This requirement consists of replacing the laser merge and lasers on a spinning disk confocal microscope that allow use of the LCMB's current microscope (Zeiss Axiovert 200), spinning disk head (CSU-22 Yokogawa spinning disk head), filter wheels, photobleaching unit and MetaMorph software. The new lasers and laser merge must be integrated into the existing system and allow the continued use of MetaMorph software to control all parts of the system. SALIENT CHARACTERISTICS 1. Modifications shall allow use of current microscope (Zeiss Axiovert 200), spinning disk head (CSU-22 Yokogawa spinning disk head), filter wheels, photobleaching unit and all parts of NIH decal #01343911 2. The combined outcome of these modifications shall be to provide a six-line Laser Merge System compatible with MetaMorph-controlled spinning disk confocal microscope system 3. Merge system shall include 6 diode lasers producing the following excitation lines with the specified power outputs: 405nm at 50 mW power, 445nm at 75 mW power, 488 nm at 100 mW power, 514nm at 40 mW power, 561nm at 100 mW power, 647nm at 120 mW power. 4. The lasers shall be electronically controlled at high speed for on/off and power levels. 5. The merge system shall include a DAQ Control System for use with our existing MetaMorph Confocal Software SPECIAL ORDER REQUIREMENTS DELIVERY Contractor shall deliver the item(s) within sixty (60) days of award to: INSTALLATION Installation shall include integration into the existing system. The Contractor shall install the equipment and have it ready to use within seven (7) days after delivery. TRAINING On-site training of users to demonstrate the functionality of the new lasers and laser launch in the MetaMorph system control software shall be included in the quoted price Contractor shall provide training for use of the equipment, software and related use for three (3) NCI researchers within one (1) week of installation. INSTRUCTIONS Potential offerors may request a copy of the solicitation from Contract Specialist, Megan Kisamore, via email at Megan.Kisamore@nih.gov. Interested parties shall include the name of company; complete mailing address; point of contacts, phone, fax numbers, and email address; company DUNS number and business size. In addition, the responses must be received by 11:00 am EST on July 20, 2015. All questions shall be sent via email and may be addressed to the aforementioned individual noted above. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the System for Award Management (SAM) at www.sam.gov.
