- This is published as a sole source announcement under the statutory authority at 10 USC 2304(c)(1), and regulatory authority at FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Army Contracting Command, Aberdeen Proving Ground, Tobyhanna Division-Contract Operations Branch, Tobyhanna Army Depot (TYAD), Tobyhanna, PA 18466 intends to negotiate and award a contract on a sole source basis to In-Phase Technologies, 401 Bordentown-Hedding Rd. Bordentown, NJ 08505, for the quantity of one (1) each AN/APR-39 Test Set Radio Frequency, Universal Production Data Acquisition Test Equipment (RF-UPDATE) tester, Part Number: 1341689-SYS, to include: Test Program Sets, Unit Under Test (UUT) interface cables, one spare Circuit Card for each type in the PXI rack, test station and test program documentation, Interface Test Adapter (ITA), Test Program Software (source code and executable deployment software), certificates of calibration, operational training and one year manufacturer's warranty. The Delivery required is twenty-six (26) weeks from date of contract award, FOB Destination to Tobyhanna Army Depot (TYAD), 11 Hap Arnold Blvd., Tobyhanna, PA 18466. The test equipment is designed to run automated functional tests for the Navy Radar Warning System Digital Processor for the AN/APR-39A/B(V)2. The RF-UPDATE tester is used for automated Final Acceptance Tests (FAT) of Airborne Radar Warning Systems. The original RF-UPDATE tester was designed and built by Litton Corp., San Jose CA for the US Navy in support of production of the AN/APR-39A/B(V)2. TYAD purchased a RF-UPDATE tester from In-Phase Technologies in October 2008 that was reverse engineered by the contractor using the Litton Test Station as the design baseline and developed a test platform capable of running the test programs originally developed by Litton Corp. The test program executive software was modified for the new test stand while maintaining the same test parameters of the original test program. Neither design data or software code were purchased by the Government. The Original RF-UPDATE tester developed by Litton and the In-Phase redesigned RF-UPDATE tester has been accepted by the Navy program office as an approved tester for the US Navy Radar Warning System Digital Processor for the AN/APR-39A/B(V)2. In-Phase is the only contractor known to have gained the unique qualifications to provide the additional identical unit required by TYAD to perform its mission of repair of the AN/APR-39A/B(V)2. A new design effort to utilize standard automated test equipment (ATE) will require a one (1) year verification period and approval by the Navy program office. Duplication of the equipment would require the purchase of the technical documentation necessary to build the RF-UPDATE tester. It is estimated that the costs to build and verify the operation of the new RF-UPDATE tester, from this documentation, will exceed the cost of purchasing the test station from In-Phase. This pre-solicitation notice is not a request for competitive proposals. A determination by the Government not to compete this requirement is solely within the discretion of the Government. Any responsible firms believing they can provide the requirements for the RF-UPDATE should within fifteen (15) days of this notice, contact in writing the Contract Specialist identified below, and submit a capability statement describing capability to meet the Government's requirements, which will be reviewed for consideration. Solicitation W25G1V-15-R-0013 will be issued on or about June 28, 2015. The NAICS Code is 334515 and the size standard is 500 employees.
