- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. All quotations submitted with equivalent supplies shall provide a matrix that directly point back to all MEC's. Minimum Essential Characteristics Pulse Development System Brand Name or Equal HYGE: Pulse Development System for 6 quote mark Vertical HYGe A Pulse Development System is required for the Vertical Acceleration Tower. This system consists of two primary components, a Modular Metering Pin Kit, and the Metering Pin Design Software. These items are designed for use with the HYGE 6 inch diameter vertical acceleration system or equal. Minimum specifications are below. 1.One (1) Modular Metering Pin Kit, consisting of: a.Eight (8) or more Start bases. b.One (1) Primary shaft, 14 inches long or longer (used to build the modular pins) c.Spacer tube sections (used on shaft sections not used) d.132 Spacer segments (6 of each diameter in 0.050 quote mark steps, from 0.545 quote mark to 1.945 quote mark diameter, constant thickness) or better. e.Miscellaneous items and hardware to lock segments onto shaft. 2.Metering Pin Design Software; this software calculates the required metering pin design to achieve desire acceleration pulse profiles. It must output data suitable for custom fabrication of a specific metering pin, or provide assembly order to fabricate a suitable pin from the components of the Modular Metering Pin Kit (above). Software has the following requirements: a.Operates on a Windows based operating system. b.Design a metering pin from a given acceleration pulse. c.Enables the engineer to enter the characteristics of the desired acceleration waveform and automatically generate the metering pin profile. d.Allow the engineer to model the parameters and see the changes instantaneously. e.View the projected pin shape, pulse acceleration, and velocity on screen f.Computation of standard half-sine, triangular, square, and hybrid wave forms, as well as a quote mark piecewise quote mark design mode which allows the designer to enter non typical pulse shapes. g.Provides order/spacing of Modular Pin parts to assemble pin for test. h.Saves data in text files. i.Provides Comma Separated Value (CSV) files for use in Tables of CNC fabrication of designed pins. 1. INSTRUCTIONS FOR THE PREPARATION AND SUBMISSION OF QUOTES Failure to submit all documents concurrently and in accordance with these instructions may render a quote unacceptable. The quote and supporting documentation shall be submitted electronically via email to Abraham Pottenger at abraham.g.pottenger.civ@mail.mil by the date and time specified on the cover page of this SF1449 Soliciation. 2. QUOTE AND SUPPORTING DOCUMENTATION EVALUATION To aid in evaluation, quote shall be practical, specific complete, and logically assembled. The quote shall be in a clear, concise format satisfying all requirements of this solicitation. It shall be in sufficient detail to demonstrate a clear understanding of the work to be accomplished. Quotes shall be valid for at least 90 days.
