- GS35F5370H FERC10-F-0551 0013 GS35F5370H FERC10-F-0551 0013.docx The Federal Energy Regulatory Commission (FERC) intends to award a limited source action to Distributed Solutions, Inc. (DSI), 12350 Pinecrest Road, Reston, Virginia 20191 via a modification to a previously competed General Services Administration (GSA) Federal Supply Schedule (FSS) Task Order. This action is taken in accordance with Federal Acquisition Regulation (FAR) 8.405-6(a)(1)(i)(C), "In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order must not have been previously issued under sole-source or limited-sources procedures." As such, this is a logical follow-on to order No. FERC-10-F-0551. That order was a firm-fixed price Delivery Order issued under GSA FSS 70 against Contract Number GS-35F-5370H, with Distributed Solutions, Inc. for AAMS software licenses and maintenance support. That order was solicited via GSA's eBuy system on August 3, 2010, and awarded on September 23, 2010. Three offers were received in response to that solicitation. The FERC Acquisition Services Division currently utilizes AAMS, for contract document generation, milestone tracking, and contract file management system. The period of performance for the follow on action shall consist of a Base Period of one year, and option for four additional 12-month Option Periods. This effort will allow DSI to continue provide software licenses and support required by the Acquisition Services Division while FERC continues to conduct research into its long term requirements. In accordance with OMB mandates, consideration of alternative solutions including transition to a Federal Shared Service Provider will be explored. The FERC has just begun to investigate the process of migrating both its Acquisition and Financial Management Systems to a single Federal Shared Service Provider. If the FERC where to decide to move to a shared service provider, it is expected that such development and migration could take 2 - 3 years to complete. This Notice of Intent is not a request for competitive proposals. However, interested parties may identify their interest and capability by responding to this requirement. A final determination by the Government whether or not to compete this requirement based upon any responses to this notice is solely at the discretion of the Government. Telephonic inquiries will not be accepted. Interested sources must send their information to the POC listed below on or before the closing date and time: July 23, 2015, 10:00am Eastern Time.
