Description
The US Forest Service intends to post an invitation for bid, solicitation AG-0120-S-15-0021, Kosciusko Road and Bridge Replacement on the Federal Business Opportunity website on or about 23 July 2015. The Forest Service reserves the right not to release a solicitation. PROJECT DESCRIPTION. This project involves the following work on NFSR roads 1520, 1525, 150000. The project consists of a Base Bid and 11 Option items. Base Bid- Removal of two (2) existing log stringer bridges and furnish and install new modular bridges including MRF walls. Includes new improved road alignment and bridge approaches, and bridge and approach railings. Four (4) Reconditioning work options including removal of existing log and metal culverts and replacement with plastic culvert pipes, log culverts, clearing and grubbing encroaching stumps and vegetation, and widening of subgrade base for new design width. Two (2) Options for removal of two (2) more existing Log Stringer Bridges, Site 4 option 1 and Site 1 option 2. Option for replacing two (2) failing culverts with Simplified Stream Simulation pipes on 1500000 MP 0.376& 0.06 at Cape Pole. Four (4) Options for 1' lift of 6" maximum pit run base course. There are traffic maintenance road closure and stream crossing restrictions. Unless otherwise provided, the Contractor shall furnish all labor, materials, equipment, tools, transportation, and supplies and perform all work required to complete the project in accordance with the specifications and provisions of the contract. PROJECT LOCATION. The specified roads to be maintained are located on Kosciusko Island. It is approximately 89 air miles NW of Ketchikan, Alaska and 61 miles west of Wrangell, Alaska. Kosciusko can be reached only by sea plane or boat. The project begins in Edna Bay; which is NOT a full service community. Both Ketchikan and Wrangell are full service communities, with daily commercial jet service and air taxi services and regularly scheduled ferry and commercial barge services. SOLICITATION DETAILS. The following preliminary details are provided for the benefit of prospective bidders, but are subject to change in the actual solicitation. Estimated price range: between $1,000,000 and $5,000,000 for base and options. Contract type: firm-fixed-price. Period of performance: from issuance of notice to proceed through November 1, 2017. Solicitation type: Invitation for Bids (IFB). Bid opening date: 30 days after solicitation issuance. Contract award date: approximately 30 days after bid opening. Required bonds: bid bond with the bid and performance and payment bonds after award of a contract. OBTAINING A SOLICITATION. Prospective bidders are expected to obtain the solicitation from the Federal Business Opportunities website (www.fbo.gov). PARTICIPATION. This project is a total small business set-aside. All responsible sources may submit an offer which shall be considered. Prospective bidders who wish to provide comments on the set-aside matter should provide these comments to the contracting officer on or before 23 July 2015. FOR MORE INFORMATION.
