Notice Type: Sources Sought Notice Synopsis: This Sources Sought Notice is for market research only. This Sources Sought Notice neither constitutes a Request for Proposal nor Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. This notice should not be construed as a commitment by the Government for any purpose. The vendor shall be responsible for any costs associated with preparing responses. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541611 which has a corresponding size standard of $15 million. This Sources Sought Notice is only open for U.S. Small Businesses. (Due to facilities clearance requirements, only U.S.-based companies will be considered.) Description of Services: The Bureaus of Near Eastern Affairs (NEA) and South and Central Asian Affairs (SCA) provides support to U.S. embassies, consulates and missions within the region. This acquisition may be made available to other U.S. agencies working within our embassies in the region. The work may require either a permanent relocation to a country, or may be done via short- or long-term TDY assignment. Contractor personnel proposed and selected for work under this contract must meet the physical requirements for each Post. The goal of this acquisition is to provide Subject Matter Experts (SMEs) to support the mission of NEA-SCA in various fields. The following areas of expertise are not all-inclusive but provide an indication of the scope of work and capabilities required. •Healthcare •Education •Transportation •Foreign Local Laws •Economic and Business Sector Development •Cultural Exchanges •Public Affairs •Logistics •Political Affairs •International Relations •Religion •Refugee Management •Professional Services •Independent Verification and Validation •Federal Procurement •Accounting Type of Contract: Indefinite Delivery Indefinite Quantity (IDIQ) Place of Performance: Countries within the NEA-SCA regions. Full listing of countries can be found below. The locations of performance may be at High Threat Posts and difficult assignments in remote and austere conditions. Sources Sought Response Requirements: Interested parties should submit a tailored capability statement for this requirement not to exceed five (5) pages (2.5 double sided) that clearly details the company's ability to perform the requirements described. Interested parties must articulate their qualifications and capability. Specifically, the Government requests that capability statements include the following information: 1.Provide the business name, a point of contact (name, phone, and email address), and DUNS number. 2.Provide a statement or explanation of the firm's background, technical expertise, experience, staffing, and other capabilities that demonstrate the firm's ability to perform the stated services and requirements. What is your team's knowledge and experience in recruiting Subject Matter Experts? 3.Does the firm expect to subcontract any portion of the requirement? 4.The firm should specify any relevant experience in providing services within the NEA-SCA region. What countries is the company currently established and licensed to conduct business? What agencies, governments, NGOs or companies did you work for? 5.What facility clearance level does the firm hold? 6.Recommendations on areas of expertise that should be considered, type of contract award, other considerations that would improve the services provided. 7.Based on the below listing of NEA-SCA countries, please identify any countries for which the firm currently holds business licenses. All capability statements sent in response to this Sources Sought must be submitted electronically (via e-mail) to the following email address: RajahAM@state.gov, no later than 9:00am EST, on July 23, 2015. Questions regarding this Notice must be submitted no later than 9:00 a.m. on July 14, 2015. Questions will be compiled, and responses will be published on this site by 5:00 p.m. on July 16, 2015. This Sources Sought Notice is strictly for the purpose of gaining knowledge of services and solutions available and should not be construed as intent, commitment, or promise to acquire services or solutions offered.
