Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number AG-32SC-S-15-739250 is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-82. This solicitation will be a 100% Total Small Business Set-Aside. The associated NAICS code is 334516 (Analytical Laboratory Instrument Manufacturing), with a small business size standard of 500 employees. This is a BRAND NAME OR EQUAL acquisition; in accordance with FAR 52.211-6, to be considered for award, offers of equal products must meet the salient physical, functional, or performance characteristics provided in the statement of requirements. In order to be considered an "equal" solution, any alternative solution proposed must be able to perform in strict accordance with the salient operational and technical features described below. This acquisition is for the following item as identified in the Contract Line Item Number (CLIN): 01) Brand Name or Equal Thermo Scientific Q Exactive Orbitrap LC-MS/MS System with a 24 month leasing arrangement with an option to buy. To also include ion Max Source, H-ESI II probe Chemyx Fusion 100 syringe pump; PowerVar ABC6000.22 single phase 6 vKa 230 L-N power condition; 3 day LSMS training course at site in University Park, Pennsylvania (address to be provided in contract); Tracefinder 3.2 SP1 EFS. Background: Agricultural Research Service (ARS), Pasture Systems and Watershed Management Research Unit (PSWMRU) in University Park, Pennsylvania requires a Mass Spectrometer LC-MS/MS instrument with a 24 month leasing arrangement with an option to buy. PSWMRU is engaged in research with Long-Term Agroecology Research projects. To perform this research the Mass Spectrometer LC-MS/MS system will be used to analyze or quantify relevant targets such as phytates, pesticides and important feed nutrients. Specifications: The Thermo Scientific Q Exactive Orbitrap LC-MS/MS System shall "meet or exceed" the following salient characteristics/specifications: 1) Shall have a resolving power of up to 140,000 FWHM at m/z 200 and a mass range of 50 to 6,000 m/z. dynamic range shall be greater than 5000:1. Mass accuracy shell be less than 1 ppm RMS internally. 2) Mass Spectrometer shall have 60° ion probe orientation, which is interchangeable. Ion transfer optics shall include specialized ion guides. Api source shall have a removal metal ion transfer capillary that allows maintenance without venting instrument. 3) Mass spectrometer shall be equipped with an electrical system capable of powering the instrument from 2x230 VAC (15A) inputs. 4) The unit shall be able to use nitrogen supplied from a nitrogen generator at 116 ± 4 psi. 5) The mass spectrometer shall have a footprint of no more than 37x33x36 inches and weigh no more than 410 lbs. The forevacuum pump accompanying the mass spectrometer shall weigh no more than 140 lbs. 6) The instrument must be able to operate within a temperature range of 15-26°C and a humidity range of 40-70% in a condensation free environment. 7) The system must include a high performance PC capable of processing the data generated by the mass spectrometer. The PC shall also include the necessary software for operation of the computer and the mass spectrometer as well as a high resolution monitor. All cables for communication between the computer shall also be included. 8) The internal environment of the instrument shall be able to reach a minimum vacuum of 1.0 x10-9 mbar. 9) The mass spectrometer shall be equipped with an ESI chamber for sample introduction and include a quadrupole mass filter. 10) The LC-MS/MS System shall be an instrument that already exists in the current market for analysis of agricultural samples such as pesticides, metabolites and organic P compounds. 11) Shall have on-site delivery with required first time setup, training, and test runs for the instrument, accompanying hardware and all associated software. 12) Shall have a one year warranty on parts and labor for all instrument systems. The Contractor shall provide all items F.O.B. destination. Location of the Government site is aboard USDA ARS University Park, Pennsylvania and will be identified in the contract. The Government anticipates award of a Firm Fixed Price contract. Quoters responding to this announcement shall submit their quote in accordance with FAR 52.212-1. Submission of quote shall include the following: (1) technical capability and (2) price. The basis for award is Lowest Price Technically Acceptable (LPTA). "LPTA" means the expected outcome of the acquisition that results from selection of the technically acceptable proposal with the lowest evaluated price. Pursuant to FAR 52.212-2, the criteria for evaluation are: (1) technical capability and (2) price.
