- The NAVSUP Fleet Logistics Center Pearl Harbor is issuing this sources sought as a means of conducting market research to identify parties having an interest in and the resources to support Naval Facilities Engineering Command, Hawaii (NAVFAC HI) through a firm fixed price (FFP), indefinite delivery indefinite quantity (IDIQ) contract to provide multiple roof coatings. The roof coatings are to be delivered to various locations in Joint Base Pearl Harbor Hickam including Pearl Harbor Naval Shipyard. The delivery requirement is 7-10 days after each order. The applicable North American Industry Classification System (NAICS) code assigned to the required supplies is 325510 “ Paint and Coating Manufacturing. The roof coatings include the following: 1.Solvent based primer 2.Butyl rubber thermoplastic roof restoration 3.Butyl rubber roof coating 4.Acrylic and elastomeric finish coat 5.Acrylic, elastomeric and U.V. resistant foundation coat 6.Water-based acrylic primer THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, email address of primary point of contact, telephone number, and size and type of ownership for the organization; 2) Tailored capability statement addressing the particulars of this effort, with appropriate documentation supporting claims; and 3) Manufacturer of the product to be supplied. The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice; 2) provide services under a performance based service acquisition contract; and 3) determine the availability of small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by 13 July 2015 at 11:00am Hawaiian Standard Time (HST).
