Document Type: Presolicitation Notice Solicitation Number: N02CO52640-78 Posted Date: 7/8/2015 Response Date: 7/24/2015 Classification Code: B529 NAICS Code: 541990 Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E140, Rockville, MD 20850, UNITED STATES Description National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Hormonal and Reproductive Epidemiology (HREB), plans to procure on a sole source basis data collection services from The Gartner Institute for Epidemiology & Health Policy Research, Ltd. Chaim Sheba Medical Center, Ramat Gan, Israel 52621. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System code is 541990 and the business size standard is $15 Million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance is twelve (12) months from date of award. It has been determined there are no opportunities to acquire green products or services for this procurement. The purpose of this pilot project is to establish a framework for the collection of exposure information as well as covariate data from paper and electronic clinic records that will be linked with the national birth registry and cancer registry. Contractor Requirements are: (1) Obtain additional electronic ART cycle data from 3 IVF units with electronic files between 1997 and 2004. Data will include: medical record identification number for the woman, year of birth, place of birth, ethnicity, education level, date of treatment, type of infertility (primary/secondary), diagnoses of infertility (non-mutually exclusive categories including: hormonal, mechanical, male factor, unexplained, unknown), treatment protocol, type of treatment (fresh/frozen), method of insemination (IVF, ICSI, or both), number of cycles, and cycle outcome (pregnancy). (2) Develop record abstraction form(s). (3) Abstract available data from 5 IVF units with paper records. Data will include: medical record identification number for the woman, year of birth, place of birth, ethnicity, education level, date of treatment, type of infertility (primary/secondary), diagnoses of infertility (non-mutually exclusive categories including: hormonal, mechanical, male factor, unexplained, unknown), treatment protocol, type of treatment (fresh/frozen), method of insemination (IVF, ICSI, or both), number of cycles, and cycle outcome (pregnancy). (4) Select a random sample of 100 records from the 3 IVF units with electronic records to be abstracted and compared with electronic records. (5) Collect available covariate data from the IVF clinic files, National Live Birth registry, and/or population registry from the 8 IVF clinics that were part of the existing retrospective cohort. Maternal data: ethnicity, education level, year of birth, place of birth, live birth history (date and age at all prior or subsequent live births), height, weight, smoking status, gynecologic surgeries, and history of oral contraceptive use. Data from birth related to ART/IVF treatment (if applicable): infant's personal identification number, birth season, gestational age, birth weight, birth hospital, plurality, sex, maternal and paternal ages, maternal and paternal education levels, the occurrence of congenital malformations diagnosed prior to release from birth hospital. (6) Link collected data to the National Cancer Registry to include cancer diagnoses as well as pathology report data including: tumor subtype, grade, stage, and any cytology or laboratory results. (7) Determine participation and availability of electronic records from 16 remaining IVF units. Survey IVF directors to determine willingness to participate, type of data available, and if abstraction is required, an estimate of number of records that require abstraction. Government Responsibilities The COR shall: (1) Examine the monthly progress report. (2) Examine the record abstraction form(s). (3) Upon receipt of the final deliverables from the Contractor, examine the received data. Reporting and/or Deliverables The Contractor will provide the government with a draft of the abstract form(s) via email to the COR. The Contractor will provide monthly progress reports that include the number of records abstracted, and the proportion of the data that has been collected electronically to date. The final deliverables are three datasets: 1) a dataset that contains the anonymized ascension number of each participant and the exposure, covariate, and outcome data outlined in C1, C4, C6, and C7; 2) a dataset with electronic and abstracted information from 100 randomly selected records as outlined in C5; and 3) a dataset that summarizes the information related to participation of the 16 remaining IVF units outlined in C8. This data will be delivered by email to the COR in an accessible format such as.xlsx,.dta, or.csv. This notice is not a request for competitive quotation. However, if any interested party, especially small business believes it can meet the above requirement, it may submit a proposal or quote for the Government to consider. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 7 AM EST, on July 24, 2015. All responses and questions must be via email to Francisco Mendoza, Contracting Specialist at francisco.mendoza@nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
