Description
Synopsis: The U.S Department of Energy (DOE) intends to issue a Request for Quotation (RFQ) DE-EM0003796 on a sole source basis in accordance with (IAW) Federal Acquisition Regulation (FAR) 13.106-1(b)(1) to Golder Associates Inc. (herein referred to as Golder) to provide technical support services to DOE Moab Site in Moab, Utah in support of the on-going rockslide recovery efforts. Specifically, Golder will be requested to provide a quotation to perform specific functions under this requirement to include, but not limited to:  Review the DOE Moab hillside monitoring activities and hillside mitigative measures.  Conduct reconnaissance mapping of the hillside above the rail bench for potential changing conditions and/or geologic rock fall potential or instability.  Review, critique, and provide advice regarding the operating radar monitoring unit currently in place at the Moab Site. Background: On November 18, 2015, a large rockslide occurred on the south end of the rail bench at the DOE Moab Site. This rockslide consisted of approximately 20,000 tons of rock and debris, which fell from over 800 feet above the rail bench. This event has slowed down, and at times, halted normal shipping operations of Residual Radioactive Material (RRM) being excavated at the Moab Site and transported for placement and compaction at the DOE Crescent Junction disposal cell. Since the rockslide, the DOE Moab Site has been working in a recovery mode. The rail bench area has been segmented into three zones and partial operations have re-started. DOE requires a specialized and expert rock fall and rockslide firm knowledgeable of the geology and landscape of hillside at the DOE Moab Site and those similar in Southeastern Utah. Golder has provided support and worked on the rockslide recovery efforts since December 2014. They have extensive experience with the rockslide recovery efforts as they provided the initial independent rockslide assessment and site inspection. There work on this initial assessment has since been used as a support basis for many of the recovery actions that have been executed to-date. Golder has also performed other various geological functions at the site in the past. Therefore, considering Golder?s knowledge, abilities and expertise of the area (including other Southeastern Utah hillsides), past experience at the DOE Moab Site, and detailed knowledge of rockslides and rock falls of similar magnitude, Golder is best choice for this work. The Contracting Officer has determined under FAR 13.106-1 (b)(1) that Golder is the only firm reasonably available with the right expertise and skills to perform the additional technical support services for the rockslide recovery efforts. This requirement is not expected to exceed the simplified acquisition threshold of $150,000. If the Government awards a Time and Materials (T&M) purchase order as a result of this RFQ, the period of performance will be for a total of thirty-six (36) months: twelve (12) month base period and two (2) one-year option periods. The North American Industrial Classification System (NAICS) code for this requirement is 541620, Environmental Consulting Services, with a size standard of $14.0 million. The Government intends to acquire this service using Federal Acquisition Regulation (FAR) Part 13.
