- The United States Energy Information Administration (EIA), Washington D.C., 20585. This is a Sole Source synopsis published for informational purposes only. This proposed action is for the procurement of subscription to the following data: 1) 2014 National Vehicle Population Profile (NVPP): passenger cars and light trucks with a gross vehicle weight rating 14,000 pounds or less. Database will include geographic data (state, city, zip code) and vehicle data (model year, manufacturer, make or brand, series, model, engine size, fuel type, fuel capacity, aspiration, gross vehicle weight rating, curb weight, wheelbase, transmission type, track width, towing capacity, payload capacity, fuel economy, horsepower, and torque); 2) 2014 Truck Industry Profile (TIP): heavy vehicle with a gross vehicle weight rating of 14,001 pounds or more. Database will include data (state, city, zip code), owner data (vocation, carrier type, parent company vocation, and associated NAICS code), and vehicle data (make, model, series, fuel type, engine size, vehicle type, model year, and number of wheels); 3) 2014 Motorcycle NVPP Data: motorcycle registration data by geographic designation; and 4) 2014 US Household Demographic Data: demographic data for vehicle included in the NVPP. Database will include the following household data: length of residence, number of adults, number of persons, number of children, type, marital status, household age, income, and gender of head of household. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2)(ii)(B) ? Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 511199 ? All Other Publishers. The business size standard for NAICS 511199 is 500 employees. The proposed source is RL Polk and Co., of 26533 Evergreen Road, Suite 900 Southfield, MI 48076. The place of performance will be 1000 Independence Ave., SW, Washington, D.C. 20585. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by 2:30 pm Local (Washington D.C.) Time, July 23, 2015. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This sole source contracting action is pursuing a waiver from placing an order on a competitive basis pursuant to 41 U.S.C. 3304(a)(1) and FAR Part 6 for the aforementioned requirement based on the application of FAR 6.302-1(a)(2), Only one s ource is capable of providing the supplies or services required at the level of quality required because the supplies, or services are unique, or highly specialized.
