Description
The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST Fundamental Electrical Measurements (FEM) Group, intends to negotiate on a sole source basis with Measurements International, Inc., located in Ogdensburg, NY, under the authority of FAR Subpart 13.106-1 (b), soliciting from a single source. The NIST Fundamental Electrical Measurements (FEM) Group is responsible for providing and disseminating accurate standards for electrical quantities associated with the measurement of dc resistance across twenty decades of resistance. Standard resistors are dependent on temperature and need to be measured in a constant temperature environment with tighter temperature control than a typical laboratory environment can provide. Several new activities in the Metrology of the Ohm Project such as characterization of the temperature dependence of resistance standards for high resistance scaling, characterization of standards for low current measurements, development of ac resistance for impedance and capacitance measurements, and expended support of the resistance infrastructure for the watt balance experiment have made the acquisition of additional air boxes (temperature controlled chambers) necessary. The Government has a requirement for two (2) Measurement International, Inc. Model 9300A temperature controlled air boxes (chambers) to maintain constant temperature accuracy of ± 0.050°C or better and temperature stability of ± 0.015°C or better and to operate in the temperature range of 15 °C to 40 °C. The temperature of these air boxes must be controllable across the IEEE-488 interface bus by resistance measurement systems at NIST such as the 6010 and 6000B automated resistance bridges that were manufactured by Measurements International, Inc. Only Measurement International, Inc. air boxes can ensure 100% compatibility with the existing Measurement International, Inc. bridges and control software. Measurement International, Inc. does not license others to utilize their propriety designs. As a result, Measurement International, Inc. is uniquely qualified to provide the temperature controlled air boxes. Delivery shall be FOB Destination, Gaithersburg, MD., and provided within 3 months from date of an award. The NAICS Code is 334515 with a size standard of 500 employees. NIST anticipates negotiating and awarding a firm-fixed-price purchase order for this requirement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by established date and time. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
