Description
The US Army Corps of Engineers, Walla Walla District is seeking small business sources for a construction project entitled: McNary Crane 5 Fall Protection. The construction will occur at McNary Dam in Umatilla, Oregon. This will be a firm-fixed-price construction contract. The North American Industry Classification System (NAICS) code for this project is 237990, Other Heavy and Civil Engineering Construction and the associated small business size standard is $36,500,000 in average annual receipts. The estimated magnitude of construction is between $100,000 and $250,000. This sources-sought announcement is a tool to identify small businesses with the capability to accomplish the work. This is not a solicitation. Only those firms who respond to this announcement by submitting the following information will be used in determining whether to set aside this requirement. Please do not respond to this notice unless you will be responding to the solicitation. 1) A capability statement expressing interest in this requirement, describing your company and its capability to complete a project of this scope, magnitude and complexity. Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel. 2) A statement or list of your firm's current or past technical experience similar to or the same as the summary scope of work and construction magnitude for this requirement. Include a description of each project scope, schedule, and dollar value. 3) A statement or list of your firm's current or past performance similar to or the same as the summary scope of work and construction magnitude. Include a point of contact name, phone number and email address. 4) A statement of your firm's bonding capacity. 5) A statement of your firm's business size and type (HUBZone, Service Disabled Veteran Owned, 8(a), Small Business). Submit this information to Scott Shelley, Contract Specialist, via email to devon.s.shelley@usace.army.mil. Your response to this notice must be received on or before 4:00PM (PST) on July 17, 2015. Summary of Scope of Work: The work on this project is to complete a partially completed fall protection system on the intake gantry crane at McNary Dam. The system includes 5 rigid rail fall protection systems varying in length from 24 ft to 37 ft, rotating aluminum handrails mounted on the hammerhead 115 ft of rail in a 36.5 ft diameter, ladder safety gates and miscellaneous components, to allow safe access to mechanical and electrical components on the intake gantry crane. Most of the components for the system have been fabricated. And some of the rail systems have been installed or partially installed. Welding and bolting of the support system will be completed at elevated positions on the crane. Welding repairs will have to be made to the aluminum hand railing. All welding shall be performed by certified welders in accordance with AWS D1.1 and AWS D1.2. Some of the components will be installed at a height of approximately 80 ft. The Contractor shall provide a mobile crane to lift the components into their position on the crane. Maximum weight of components to be lifted is approximately 1000lbs. The installation of the fall protection systems shall be installed under the supervision of a Fall Protection Qualified Person as defined in ANSI Z 359.0 - 2012 paragraph 2.130. The anticipated period of performance is as follows: Estimate contract award by 30 September 2015. Estimate Notice to Proceed by 14 October 2015. Construction window (submittals, procurement, mobilization, onsite work and demobilization) is projected as 15 October 2015 through 25 December 2015. Anticipate contract closeout by 22 January 2016.The powerhouse bridge crane at Lower Monumental Dam requires control system upgrades to improve alignment during horizontal bridge travel. This project will include (but will not be limited to) demolition of existing bridge drive VFDs, isolation transformers, bridge drive motors, cable, and conduit; and installation of new bridge drive VFDs, line reactors, resistor bank for bridge drives, cable, conduits, bridge drive motors with encoders, laser anti-skewing equipment, programming services, acceptance testing and commissioning. No crane load testing will be performed.
