- MARKET RESEARCH FOR ALL QUALIFIED SMALL BUSINESS SOURCES DUE BY 2:00 PM ON July 28, 2015. THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation or a request for proposal and no contract will be awarded based on this notice. No solicitation or specifications are available at this time. Please monitor FBO, this sources sought will not be linked to a solicitation. The Volpe National Transportation Systems Center (Volpe Center) is conducting market research to determine if any Small Business sources have the current relevant qualifications, experience, personnel, and capability to perform the work described herein under a program entitled "TRANSPORTATION PLANNING, MEASUREMENT, MODELING, AND ASSESSMENT" (TPMMA). The primary NAICS code for this sources sought notice is 541611, Administrative Management and General Management Consulting. The Volpe Center's programmatic activities involving transportation planning, measurement, modeling, and assessment cover every mode of transportation, a variety of sponsoring organizations, and a variety of functional areas within transportation and logistics modeling and assessment. The work addresses on a national basis the Volpe Center's requirement that it thoroughly understand the effects of aircraft operations, roads and highways, rail transit, maritime, and other transportation sources on the environment of various communities, including homes, neighborhoods, businesses, waterways, and national park units. Developing this understanding, particularly as it relates to noise and emissions impacts, will better enable the Volpe Center to promote transportation impact mitigation via impact modeling, assessment, measurement, education, and policy. Several sponsoring agencies of the US Government, including the Federal Aviation Administration (FAA), National Park Service (NPS), Federal Highway Administration (FHWA), and Federal Railroad Administration (FRA), have partnered with the Volpe Center in order to take advantage of its unique expertise. In order to best provide support to its sponsors in this important work, the Volpe Center anticipates the need for assistance in the following eleven (11) areas: 1. Transportation and Environmental Planning: Innovative planning, finance, revenue techniques and evaluation of transportation options. 2. Environmental Impact Measurement: Measurement of the environmental impact of various modes of ground, air, rail, and maritime transportation on air quality, natural sounds, and other ambient conditions that effect human and wildlife populations. 3. Data Reduction and Analysis: Reduce and analyze acoustics-related and airborne emissions-related data and other complex databases. 4. Software Development: Develop algorithms for acoustics, emissions, and climate change computer models. 5. Environmental Model Operation and Analysis: Prepare, develop, analyze, and report on various model-based scenarios. 6. Sustainability Analysis: Conduct technical analysis in support of sustainability policies. 7. Training and Guidance Materials: Prepare training and guidance materials. 8. Expert Assessment: Provide an assessment of transportation technologies, environmental impact of transportation, and transportation research and development needs and policies. 9. Engineering Support: Provide technical engineering expertise and support for overseeing transportation construction and maintenance activities. 10. Research Support: Provide in-depth research support into various technical, database, and engineering problems. 11. Alternative Fuels Development and Deployment: Analysis, reporting, facilitation and coordination. Please respond to the following questions by July 28, 2015.
