Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT. IT IS NOT A SOLICITATION, NOR DOES IT GUARANTEE A SOLICITATION WILL BE ISSUED. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Any information submitted in response to this Sources Sought Announcement is strictly voluntary. The Government will neither award a contract solely based on this notice, nor pay for any information submitted by respondents. This notice is a request by the Government to collect information from interested vendors for the purpose of market research. Failing to provide a response to this announcement will not prohibit/exclude an interested vendor from participating in a future solicitation. The Government is looking for vendors who can perform the following requirements: Overview: Recently the 2014 Main Hawaiian Islands Bottomfish Assessment was reviewed by the Center for Independent Experts (CIE) and the panel determined that serious data flaws were present in the fishery-dependent commercial database. Current and previous bottomfish stock assessments relied solely on fishery dependent generated abundance indices that may be generally biased. PIFSC recognizes the challenges in using these commercial data sources and for some time have been working towards a fishery-independent survey that is technically feasible, statistically robust, and well calibrated against existing gear types. In January of 2004, the Western Pacific Regional Fishery management Council hosted a workshop on Bottomfish Stock Assessment. The resulting report recommended the development of a fishery-independent survey to develop relative and absolute abundance indices to augment existing fishery-dependent data sources. The report further recommended and exploration of the use of advanced technologies, including remote optical and acoustics methods, to develop such abundance indices. Recent workshops focused on data sources, the state of available data, uncertainties in current assessment methods and examinations of alternative modeling and assessment methodologies have come to a similar conclusions. It was recognized that work to resolve these issues will require persons skilled in the collation and management of disparate data sets and expert in the statistical analysis of fisheries data, with a view to formal stock assessment procedures and application of ecosystem approaches to fisheries management. Deliverables: Most of the work will be conducted off site. In person meeting will be required and called on an as needed basis, but for at least two meetings. Monthly progress will be discussed with the Agency contact and additional PIFSC representatives during the contract period. Discussion should describe progress to date on the research elements outlined herein, as well as any unanticipated problems and their solutions. Quarterly reports will be submitted to outline progress with two comprehensive final reports (one for each task) to be submitted to the Agency Contact within 35 days of the conclusion of the contract period. The reports should discuss work completed to-date, including all analyses examining sources of bias at different spatial scales and geographic areas, a description of the preferred gear and sampling strategy, any code used in data analysis, an evaluation of the gear comparison and the geographic comparison of the sampling strategies, decision points in the evaluation of the MHI bottomfish data, and any other topics of value in meeting the contractual objectives. The North American Industry Classification Code (NAICS) is 541990 with a size standard of $15.0 million. Interested Contractors are requested to provide the following information in response to this Sources Sought Announcement: 1) A statement that you believe your firm has the capability to meet all above stated requirements. 2) Your firm's DUNS number & CAGE code; 3) Your firm's SBA certified small business concern status. Specifically identify if your firm is HUBZone-certified, Service Disabled Veteran Owned, or in the SBA's 8(a) program, etc. If your firm is not small, please state that it is a large business. 4) A brief description of your firm's past experience (within past 3 years) performing similar services. The information provided in response to this announcement is limited to five pages or less. All information shall be provided free of charge to the Government. The Government will not return any data provided in response to this announcement. This request for information does not constitute a commitment, implied or otherwise, that a procurement action will be issued. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations.
