- The U.S. Army Corps of Engineers (USACE), through its Transatlantic Division (TAD), Middle East District (TAM), intends to issue a Request for Proposal (RFP) resulting in the award of a single firm-fixed price (FFP) contract for the Design-Bid-Build of the Pierside Mini-Mart and Service Support Center Navy Exchange (NEX) Alterations at the Naval Support Activity, Bahrain. The work includes the construction of a new single story retail convenience store and barber shop facility called the Pierside Mini-Mart and incidental related work. The work also includes alterations to the ground floor retail area of the existing Service Support Center Navy Exchange (NEX), and incidental work. Work shall be completed in 6 phases. The exchange will be in operation during the construction. At the end of each phase a 14 calendar day period is required for the user to remove all the food, equipment, and shelving units in preparation for the start of the next phase. Portions of Building 261 will be occupied during performance of work under this Contract. Before work is started, the Contractor shall arrange with the Contracting Officer a sequence of procedure, means of access, space for storage of materials and equipment, and use of approaches, corridors, and stairways. The work includes one optional item Option #1 - Pierside Mini-Mart Emergency Power System. The Optional item shall be priced separately. EXISTING WORK: In addition to quote mark FAR 52.236-9, Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements quote mark : a.Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain. b.Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work shall be in a condition equal to or better than that which existed before new work started. Performance of Work during Non-Standard Hours: To minimize outage impact to the mission of the Base, all outages of the Pierside Mini-Mart shall be scheduled on weekends or from 2100 - 0530 hours on duty days. The period proposed for performance of the outage shall include sufficient contingencies to preclude impact to the peak working hours 0530 - 1800 hours during the work week. All outages of the NEX Alterations shall be scheduled from 2100 - 0530 hours on duty days and weekends. The period proposed for performance of the outage shall include sufficient contingencies to preclude impact to the store operation hours 0530-2030 during the week and weekend. The complete technical specifications will be included in the Request for Proposal (RFP). PROJECT MAGNITUDE: The magnitude of this project is between $1,000,000 and $5,000,000. PERIOD OF PERFORMANCE: The estimated period of performance is 401 calendar days for the Pierside Minimart and 734 calendar days for the NEX Alterations from issuance of Notice to Proceed. PROPOSAL PERIOD: The solicitation is scheduled for release on or about 24 July 2015. The proposals will be due on or about 24 August 2015. Contract award is expected on or about 30 September 2015. PLANS AND SPECIFICATIONS: This will be an electronically issued solicitation. The Government will post the solicitation and technical requirements to the Federal Business Opportunities website at www.fbo.gov. SITE VISIT: Site visit attendance is not mandatory but is strongly encouraged. Site visit details will be included in the RFP when it is released but is anticipated on or about 10 August 2015. REGISTRATION/SUBMISSION REQUIREMENTS: Offerors must have and maintain an active registration in the System for Award Management (SAM) database at https://www.sam.gov/portal/public/SAM to be eligible for a Government contract award. If the offeror is a Joint Venture (JV), the JV entity must have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective offeror. PROPOSAL PROCEDURES: The solicitation will be a Request for Proposal (RFP). Contract award will be based upon a Best Value Tradeoff method in accordance with Federal Acquisition Regulation (FAR) 15.101-1. The evaluation criteria will be conveyed within the RFP. The contract will be awarded on a firm fixed-price basis only. Defense Base Act Insurance and Construction surety will be required. FUNDING: This project will be funded by military construction appropriations. The solicitation will therefore contain Department of Defense Federal Acquisition Regulation Supplement (DFARS) provision 252.236-7010, Overseas Military Construction-Preference for United States Firms. This provision states, in part, that military construction contracts funded by a military construction appropriation estimated to exceed $1,000,000 and performed in countries bordering the Arabian Gulf shall be awarded only to U.S. firms, unless, the lowest responsive and responsible offer of a U.S. firm exceeds the lowest responsive and responsible offer of a foreign firm by more than twenty percent (20%). Offers from firms that do not qualify as a United States firm will be evaluated by adding twenty percent to the offer. To be considered a U.S. firm, the firm must be incorporated and have its corporate headquarters in the U.S.; have filed corporate and employment tax returns in the U.S. for a minimum of two (2) years (if required) and have filed State and Federal income tax returns (if required) for 2 years; have paid any applicable taxes determined to be due as a result of such filings; and employ U.S. citizens in key management positions. Paper copies of the solicitation will not be issued. Telephone and Fax requests for this solicitation will not be honored. Project files are Portable Document Format (PDF) files and can be viewed, navigated, or printed using Adobe Acrobat Reader. To download the solicitation for this project, contractors are required to register at the Federal Business Opportunities website at http://www.fbo.gov. Amendments, if/when issued, will be posted to the above referenced website for electronic downloading. This will be the only method of distributing amendments prior to closing; therefore, it is the Offerors responsibility to check the website periodically for any amendments to the solicitation. ADDITIONAL REQUIREMENTS: Offerors shall be required to provide a bid guarantee in accordance with FAR Provision 52.228-1 - Bid Guarantee. Failure to furnish a bid guarantee in the proper form and amount, by the time set for opening of bids, may be cause for rejection of the bid. The amount of the bid guarantee shall be 20% percent of the bid price or $ 3,000,000.00, whichever is less. Performance and Payment Bonds of 30 percent of the original contract price are required in accordance with FAR Clause 52.228-15-- Performance and Payment Bonds -- Construction. Irrevocable Letters of Credit (ILC), may be used in lieu of Performance and Payment Bonds in accordance with FAR 52.228-14 -- Irrevocable Letter of Credit.
