- Brand Name Sole Source Justification Provisions and Clauses Request for Quotes The Uniformed Services University of the Health Sciences (USU) is the Nation's federal health sciences university and is committed to excellence in military medicine and public health during peace and war. We provide the Nation with health professionals dedicated to career service in the Department of Defense and the United States Public Health Service and with scientists who serve the common good. We serve the uniformed services and the Nation as an outstanding academic health sciences center with a worldwide perspective for education, research, service, and consultation; we are unique in relating these activities to military medicine, disaster medicine, and military medical readiness. USU is located in Bethesda, MD on the grounds of the Naval Support Activity Bethesda. Additional information regarding USU can be found on our website: www.usuhs.mil. USU has a requirement for Adobe Connect Meeting Host and Webinar Host with SAML SSO integration and support, to include four (4) one (1) year options for license and support renewal. This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a request for quotes (RFQ) for commercial items in accordance with the procedures of FAR Part 12 - Acquisition of Commercial Items and FAR Part 13 - Simplified Acquisition Procedures, to include FAR Subpart 13.5, Test Program for Certain Commercial Items, in accordance with the class deviation titled "Permanent Authority for Use of Simplified Acquisition Procedures for Certain Commercial Items" (DARS Tracking Number 2015-O0004). This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular (FAC) 05-83 (July 2, 2015) and Defense Federal Acquisition Regulation Supplement (DFARS) (June 26, 2015). In order to be eligible for award, offerors must be registered in www.SAM.gov, with completed representations and certifications, by the close date of the solicitation. BACKGROUND The Uniformed Services University of the Health Sciences (USU) has relied on Defense Connect Online (DCO) for its web conferencing needs for more than seven years. Adobe Connect is the product used to offer DCO web conferencing services. DCO is a critical tool for USU allowing faculty, staff and students a secure web conference platform for meetings, collaboration and online learning. Effective June 24, 2015, DCO services will be discontinued in favor of a new suite of products labeled the "Defense Collaboration Suite (DCS)". USU seeks to continue use of the Adobe Connect Online (ACO) product for the immediate future in order to minimize disruption to ongoing teaching and learning activities core to its mission. This SOW seeks acquisition of replacement ACO services as well as SAML SSO integration services. PERIOD OF PERFORMANCE Base Period: 1 August 2015 - 31 July 2016 Option Year I:1 August 2016 - 31 July 2017 Option Year II:1 August 2017 - 31 July 2018 Option Year III:1 August 2018 - 31 July 2019 Option Year IV:1 August 2019 - 31 July 2020 Adobe Connect Meeting and Webinar services are conducted on the Adobe Hosted platform. Software downloads and support tasks will be conducted at the Uniformed Services University of the Health Sciences, 4301 Jones Bridge Road, Bethesda, MD 20814 on the USU main campus. SCOPE This effort supports the full implementation Adobe Connect Meeting and Webinar Hosted products for the Uniformed Services University. PRODUCT/SERVICES The following products and services are included in Adobe Connect services: 1. Adobe Connect Meeting - ability to attend or host a meeting on Adobe Hosted platform 2. Adobe Connect Webinar - ability to conduct a 500 seat webinar on Adobe Hosted platform 3. SAML SSO Integration with Adobe Connect - One time integration development work to integrate USU's existing SAML Single Sign On system with the Adobe Connect platform. Deliverable will be a binary, development project, and source code for a.NET application providing user synchronization and SAML authentication to the Adobe Connect platform. 4. SAML SSO Integration Annual Maintenance and Support - 24 hours of maintenance and support to assist USU staff in maintaining product over a 12-month period. 5. Quotes must include optional out year costs for years 2-5 for items 1, 2, and 4 above. 6.
