Description
This Request for Information (RFI) is for planning purposes only and is not a Request for Proposals (RFP) or an obligation on the part of the Government to acquire any services. Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. The Government reserves the right to determine how it should proceed as a result of this notice. Furthermore, those who respond to this RFI should not anticipate feedback with regard to its submission. BACKGROUND The Supervision Support Application Services Delivery (SSASD) Division within Information Technology Services (ITS) is managing the Central Application Tracking System (CATS) project for the Chief Counsel's Office (CCO). Within the CCO, the Licensing Department uses CATS to manage national bank and Federal Savings Association (FSA) data through the licensing of the following activities: • Forming a new national bank or FSA, • moving an existing institution into the national banking or FSA system, • acquiring control of a national bank or FSA, and • making structural changes and expand activities at an existing national bank or FSA, including mergers with other entities and branching. These activities require national banks and FSAs to submit data (e.g., name, address, contact, size, assets) to the OCC about their institution and branches.   The OCC is seeking information and ideas regarding: (a) National bank and FSA data residing in your database and analysis of such data which can be used to supplement licensing activities (e.g., Analyst-Adjusted Financial Data, Bank Financials and Analytics, data insights), and (b) 3rd party services that will assess the quality of the data provided by national banks and FSAs (e.g., comparing our data with a 3rd party database containing national bank and Federal savings association data), specifically including address information about key operational sites, including main offices, branches and subsidiaries. The Office of the Comptroller of the Currency (OCC), a bureau of the United States Department of the Treasury, is the primary regulator of all national banks and federal savings associations. The OCC is responsible for promoting the safety and soundness of the country's national banks and federal savings associations and maintaining its competitiveness, efficiency, integrity and stability in the financial marketplace. OBJECTIVE OCC is requesting information from public and private sector organizations, corporations, and institutions addressing the needs specified in Section 2 (i.e., items a and b). OCC invites vendors to assist with this market research by providing responses that include the following information. See section 4 for instructions about submitting your responses: 1) Contractor background summary including: contractor name, DUNS, GSA schedule identification, point of contact information, email, phone and business size. 2) Solution and Product Overview - Describe products or services available through your organization that address the needs specified in Section 2. For example, describe how you would assess and provide feedback on the quality of OCC national bank and FSA data. 3) Information Detail - Describe the national bank and FSA data in your database, and any assurances of data reliability and efficiency. 4) Data Security - Any data shared by the OCC must remain private and confidential and shall not be incorporated into the 3rd party vendor database. Describe how the OCC data will remain secure and confidential under a service agreement with your company. 5) Potential Cost Range - Estimate on a rough order of magnitude basis for the cost of this effort based on their experience and expertise (Please note that this is not a request for a formal quote). For scaling, we currently host information on approximately 1500 active national banks and FSAs and 48,500 active national bank branches plus 2877 FSA branches. 6) Schedule Estimate - Delineate factors which would affect the time it would take to conduct an assessment. Include specifics, where possible, about interim milestones/timeframes to achieve those dates, and any other information/recommendations relevant to scheduling. The OCC understands the time and effort it may take to reply to all of these questions. Since we are just conducting market research for informational and planning purposes, the OCC would still welcome partial responses to the above requests but we ask that at a minimum, responses include information for items #1, #2, and #3. FORMAT, DELIVERY DATE, AND POINT OF CONTACT Responses will be submitted using Microsoft Office 2007/2010 or Adobe X PDF format and are due July 17, 2015 at 1:00 pm ET by email to Karen A. Green at Karen.green@occ.treas.gov. All correspondence must be via email; no phone calls. Capability statements will address the questions outlined in the RFI and any relevant information that specifically addresses the company's capabilities to provide services. Corporate Information 1) Name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, and e-mail of designated point of contact 2) Corporate Web site address 3) Type of Business a. Large business b. Small business c. Small disadvantaged business d. 8(a)-certified small disadvantaged business e. HUB-Zone small business f. Woman-owned small business g. Veteran-owned small business h. Service-disabled veteran-owned small business 4) DUNS number 5) North American Industry Classification System (NAICS) code classifications 6) List any existing vehicles (i.e. GSA, GWAC and etc.) Failure to provide sufficient documentation may result in the Government being unable to adequately assess your capabilities. When submitting responses, vendors shall clearly identify any information it considers sensitive or proprietary. All information received in response to this RFI that is marked "proprietary" will be handled accordingly. Responses to this RFI will not be returned. DISCLAIMER AND IMPORTANT NOTES: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in this response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation.
