- Justification The Centers for Disease Control (CDC) / intends to award a sole source firm fixed price Utility Energy Service Contract to Atlanta Gas Light Company under GSA contract number : GS-00P-05-BSD-0362, to provide professional and technical services necessary to develop and implement a Utility Energy Service Contract for the Atlanta based campuses of the CDC. The CDC released a Notice of Intent to all qualifying utilities serving their Atlanta Campuses. From the responses, and following presentations for a Technical Evaluation Panel, Atlanta Gas Light was selected. Atlanta Gas Light Company has the personnel with the experience and expertise necessary to efficiently complete the identified projects. Additional details can be found in the attached Justification. On 12/2/2011, President Obama signed a memo challenging the federal government to initiate new energy performance contracts. On 12/3/2013, the White House's council on Environmental Quality (CEQ) announced an extension of the performance contracting challenge through 2016. The Department of Health and Human Services (HHS) required that a portion of the total of performance contracting assigned to HHS be delegated to the CDC. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under FAR Part 41. In addition, the authority of 42 USC 8256 t allows utilities to provide their Federal customers with energy and water efficiency improvements and demand-reduction services. GSA areawide contract include an "authorization for Energy Management Services." This notice of intent is not a request for competitive quotations. Competitive procedures were followed and a formal selection process was followed. A survey of all serving utilities was performed and fair consideration provided. In accordance with FAR, Part 6.3, a Justification and Approval (J&A) for the use of Other Than Full and Open Competition is/is not required. The Centers for Disease Control; however, is posting a Limited Source Justification with this notice.
